However, the obvious legitimate issues that could lead to closing a bar, at least temporarily, would be fire code violations from being too crowded (mentioned previously as a problem at manhattan), the presence of too many girls with expired visas, and any illegal substances.

So needless to say raiding an establishment and detaining anyone there requires no just cause other than the desire to do so. Nothing illegal is necessary. Of course it obviously makes matters easier if the police discover something actually illegal in the process.

The infamous massage spa in Jingan on Wanhangdu road neat the corner street Wuning Road is open. It's in the alley. Had my first rub and tug there in 08. Many fond memories of that one and the Beijing rd location that now is a noodle house. Two on Xinzha road near Wagas also open.

Walking around Pudong I see the white tape that covered many establishment doors is now removed; however, many places are operating on a reduced level of service.
