Couple of months ago had a gal meet me at Cafe Havana, she was coming from Cavite. The cab driver did not turn the meter on and tried to scam her for about 500p. She got out of the cab, raised hell, then threatened to call the police. The cab driver quickly settled on a reasonable fare.
I told her it happened to me a few times, she replied: "yea, but I am a Phillipino and he was trying to do it to me."
We (foreigners)are more of a target, but bottom feeders feed on anything.

No smoke blown! I can say without a doubt I have never been scammed. If your talking about the round eye tax and all the other shit that most foreigners have to put up with in this country, then your right. But I don't consider that being scammed because we all except the extra charges as a fact of life here. The longer you stay, the better off you are on dealing with the locals and getting a better rate on whatever it is you seek. Mostly it doesn't hurt us because the service, whatever it is, is still cheap. Your flame was unnecessary. If your so unhappy in this country, then get the hell out and go home. Me? I'll take the Phils any day over the good old USA! And don't forget William, your only one mans opinion...your not a friggin' scholar on the affairs and happenings of everything that goes on in the Philippines every day, although you do add some useful information from time to time. Mostly, I see your posts as negative and demeaning to the Filipino people. Like I said, don't like it? Then get the Hell out!

To start listing a litany of where the Philippines is more corrupt or less efficient than the US is like a Filipino going to the States and moaning over the way there are too many restrictive laws, too much tax or something else.
I was there for 3 weeks recently and never had a problem or argument with the locals. BUT I did TWICE with an European and an African. The European because he wanted to take up three seats on a long-distance bus for himself and his European girlfriend.
Maybe he thought that the bus makers shouldn’t have made the seats so narrow (after all, they are wider in HIS far-better-in-so-many-ways country), or maybe he thought they shouldn’t have allowed such over crowding on the bus (would have been totally illegal in HIS far-better-in-so-many-ways country), or whatever it was that made him think that despite there being so many people in the aisle that some had to hang out of the doors, he and his GF were entitled to an extra seat for themselves.
Due to the over-crowding, everyone was in great spirits on the bus. There was much laughter, the cracking of jokes and then cheering when we went round corners.
All of course except three people, myself and the other two westerners. The only three westerners on the bus and now having an argument over my insisting that the guy move over so that I could sit down and have my (Filipino) girlfriend sit on my lap (she was too intimidated by the guy to sit there herself, as were the others on the bus).
I never saw the locals have an argument in my three weeks.
So what the taxis SOMETIMES try to over-charge you? All you have to do is ask them to turn the meter on, and most will, or tell them to stop the cab and take the next one. SO WHAT?
The taxi fares are ridiculously cheap anyway while gas isn’t that much cheaper then the states. These guys are working for peanuts. You and I would laugh if anyone suggested we work for even twice that rate, even if we lived in the Philippines.
You feel hard done by because you get charged a bit more in places then the local sales girl who earns $6 a day. You are a jerk. Your Filipino girlfriend must be desperate, and I pity her.
Go back home ASAP and go back to moaning about your delivered newspaper getting wet or the local store changing the location of the tomato sauce bottles. Go and find another crusade.

No one forces anyone to go to the Philippines or anywhere else. I wish to god that these jerks who have to shout and make a scene in the internet café because the connection is so slow, or just love the way they can throw their (considerable) weight around in foreign countries would get the heck home because I’ll take a local small time wannabe hustler any day over arrogant, aggressive, obnoxious and anti-social behavior.
Having been in Phils some time and knowing many Filipinos, I can say taxi drivers are generally honest. They will try and charge a bit extra if traffic is very bad and they have to pay for gas and taxi rental. Also if they have to go to remote areas and get no return fare. Those charging far too much do so as much to Filipinos as they do to foreigners. Just make sure meter is on. If traffic is very heavy (rush hour) then expect to pay say 20% more. If excessive, just get out and get another taxi. That is Common Practice. Ideally have a good idea of what the fare should be to your destination. Ask the hotel or others to get this info.
On hotels charging 8% on credit cards, that is done by those places trying to get paid in cash so they do not have to pay VAT and other taxes. Most established hotels in Manila don't do that and about 50% of private owned 'resorts' do so.
Scammed or not, it is life. Some get more than others and life sucks in general. Everyone here appreciate reporting and warnings about them just as we appreciate the reporting of pussy conquests.
Most of my expriences in the PIs are great but I don't dare posting my sunshine stories days in and days out, let alone, whine a about my mishaps.

Dude! everyone here have lived and lost, that's why we left it behind for some pleasures in life. AC is not Bahdag. It's pussy heaven. Some here see things more in positive manners than others but that's not blowing smoke guy. You are more fortunate than most of us here to have stayed there for months now and what the hell is so harsh about your life. You tell us what is so rough about staying in a hotel, not having to work for months and with the price of an oil change in the US, you can get a girl for the night.Try to whine about that to the men and women in Irag who have literally lived and lost or to the Filipinos who have dulled their fingernails from scratching out a daily living in AC. Be real and be in context dude!
Why is it that everyone there tried to steal from you or treat you unfairly? Because you bring the knife to the table every time. You gave us some useful information about visa extension, and that's great, but why do you have to be so defensive about that? You're losing it guy, and that's just a thread of evidence.

Bill Buxton I understand what you are saying, I just wouldn't have put it as bluntly as you. People trying to cheat me seems to the norm there. I use to think I might want to retire there someday but I just can't see it now. I just don't think I could live in an atmosphere of this kind of corruption where nobody can be trusted. It reminds me of Mexico where I was once told that there is a Mexican price and a gringo price for everything and that's the way it is. This meaning that I have to understand and accept that I should and will be cheated. It seems the same in the Philippines. And as for people telling you that if you don't like it to stay home, you don't have to do that. It's a big world and you can simply go to another country. I made my first trip to northern Thailand last month and liked it very much. You might too.

HIV-positive man sexually active?

EXTRA caution is being asked of the public after City Hall was alerted to the presence of a foreigner said to be positive of the Human Immuno-deficiency Syndrome (HIV), the virus responsible for AIDS, who is sexually active and refuses to use protection in his encounters with local women.
The City Hall received e-mail reports from police intelligence regarding this Caucasian man who is said to be a long-term resident of the Philippines with a tourist or balikbayan visa but who does not have a work permit or a marriage contract to support his balikbayan visa.

The report said the man has at some periods stayed in Davao, Surigao, Butuan, Gingoog, and Cagayan de Oro.
The foreigner is described to be around 5'3" in height, in his mid-fifties, has brown eyes and a heavy body build, with short hair, and clean shaven. He has lots of tattoos and drives a motorcycle with a Philippine license.
The man is also said to be intelligent and manipulative with a history of pay-offs to the police and other Philippine authorities. Also, that he has a criminal record in his country.
Sightings of the said foreigner should be reported to the police and other local authorities.

Before Xmas at SM mall Cebu, I noticed a Very short White guy, lots of tattoos, guy stood out as he was animated and well... kinda racous, reminded me of a "miniature biker" short stubble hair. Whoever this Guy is he's a menace out there spreading AIDES, this is what gives "us" a bad name among the locals.

Please advise of legality of the below and potential success. I am NOT advocating this, just trying to find out the 411.
A mid 30s to mid 40s year old guy has spent about 1.5 years of the past 3 in the phils, well cebu to be precise.
He's sociable, well educated, "presentable", good looks in both Asia or the West.
He's spent a lot of money hanging out and bar-fining in Cebu. He pretty much knows how the girls in bars think there and how the whole scene operates there.
Question: What if he were to go to Bangkok where I guess you can say P2P is quasi-legal with 3 or 4 top choice bar-girls-- 9s-- from higher/very high end bars in cebu and then hang out in expensive hotel bars and help them hook up with costumers using his own ability to "connect" with the guys in these hotels.
You could think of some bad names for what this guy is doing. However, when it comes down to it he is seving the same function as:
1: a Westerner that opens and runs a bar in Bangkok
2: A Westerner that runs an Escort agency in any number of countries.
