For a tourist there is only very low grade quality available. I don't know what your level of risk aversion is, but for me, considering the risk reward ratio, it is out of the question. I don't even think about it. Better try your luck in Lonely Beach, Ko Chang, Pai, Boengkak Lake in Phnom Penh or better yet spend six months in Bangkok in order to learn Thai and make some upper middle class Thai friends.

What rules? Don't understand why you are getting some of these responses maybe I'm missing something? It's not like your question was related to any kind of illegal drug? We are talking about "Herbal" stuff (supplements).
As noted by Pita123, you can get most at GNC, like most U.S. popular items made in China etc... imported into Thailand the price is more than if purchased in U.S., a drug place call Fascino if there is one in Bangkok might have some but I doubt a large selection. Depending on what Herbal stuff you want if you're not looking at just pill form you might want to try Chinatown in Bangkok.

There is an ATM in the baggage hall at The Swamp. It's in the low numbered half I think. It works fine. There is also a currency exchange desk in both halves. BUT. If you have hard currency (Euro, Pound, US) then banks give very very good rates. The spread is nothing and there is no commision. If US get 50's or 100's as you get a better rate. Sing $ are pretty good too, but lesser currencies tend to be worse. The Currency exchange at major tourist spots is also very decent. You don't lose 10 or 15% like in Western places. The spread tends to be 3% at most.
