3 choices:
1) you book a hotel and they issue the invitation, sometimes called a voucher or sometimes called visa support. Usually free if hotel does it.

2) the person processing the visa for you (if you use a service) has one issued for you. For a fee of course.

3) Russian agency working with tourists issues you a voucher/invite. Some of the apartment agencies offer this, as Strav mentioned. Also for a fee... of course.

Indeed, I've used her services and they are very good. She can also take care of your visa registration once you arrive in St-Pete (failing to do so can trigger tons of problems at the airport when you leave) and buy you a SIM card your mobile phone (absolutely necessary if you plan to visit salons). Some of her appartments have wi-fi connection, which can be very helpful.
