I will have big luggage and I heard that taxi's cannot go to many hotels in this area due to restrictions. So, I'm happy to pay a bit more and stay at a upmarket hotel. More importantly, which area in Delhi would be suitable for both mongering and shopping? Are there many spa's like Gurgaon near Karol bagh? Or would you recommend any other central place? Thanks.

It is on main road, not in any streets but there no good mongering options in Paharganj, (I am not talking about cheap ones).
If you wish to mongering stay near Greater kailash or Lajpat nagar, both SnM spa.

For shopping Karol Bagh and CP is better, than Palika bazaar.
You can travel by metro.
