Patong beach Phuket is more relaxed and has a better beach.
Pattaya is more full on and you may find it easier and cheaper to get what you want. The beach is better In Jontiem which is next to Pattaya and you can also visit Koh Larn which is about an hour away on the ferry from Pattaya.
The Easiest way from Bangkok (your hotel) to Pattaya is to get a taxi.
