A desire to eradicate corruption must come from the top with strong leadership. Culture change of this magnitude requires a zero tolerance policy, which very few countries have been successful in implementing. When the Prime Minister himself has been implicated in a huge corruption scandal, there is not much hope for the rest of the country.
