Pre Covid when I was there, I had wandered around up to 2 am and it was open. The restaurants around also mentioned 2-3 am was ok to be there.

BTW, there is a Indian / Nepal restaurant between the RLD lanes and YDP station. On the main street, 1st floor. Really good food. And I know Indian food. Hope it did not close due to Covid, and I get to pay a visit there again on this trip.
