pp then puts forward his theory that mongers who scrape together the funds for a two week annual vacation to the philippines are being extorted for absurd amounts of cash. he claims that a country notorious for inefficiency has actually figured out a way to get its law enforcement agencies, journalists, prostitutes, judiciary, social services and the relatives of those involved to keep these cases of extortion well guarded state secrets. he expects the readership to believe that this is actually possible in a society that loves to publicize sex scandals involving socially prominent locals and, even more so, foreigners.
