Global entry interview. Do walk-in
Global entry is great and has more than sentri card privileges. At Tijuana the line is called the Sentri line and Global entry is accepted.
You can walk-in for a global entry interview.
That's how I got my interview a few years ago. And my wife did the same last November (she had to wait 2 hrs at SFO).
So I would say take your chance when you have time to kill and see if you can get a walk-in interview.

Otay Mesa CBP's interview
If you are not near any CBP designated locations, the best location for the interview is Otay Mesa, where you can party with chicas for a couple days and quickly test out your new GE card.
There is no reason to fly to Otay for your interview. They have interview locations all across the country now. Three years ago I got mine done in Chicago. Today I could do it in Kansas City where I live.
