Using pesos are for folks who have been there plenty and want to save over the long run. Many of us have unused Pesos in our stash that we forgot to exchange back to dollars.
The rate seems pretty good right now (about 18.5 pesos to the dollar). I generally think of a "Peso" as being a nickel when it is around this rate. Thus, 200 pesos would be about $10. Anyways, to answer your question, I have found that exchanging your dollars for pesos on the USA Side (San Ysidro) is the best move. It benefits me for two (2) reasons. First, I always get a better rate. Secondly, I like the idea of not having to hassle with it once I cross the border. I get in my taxi, and go straight to my hotel with pesos in hand. Also, you can exchange your pesos back to dollars on the way back - I usually do this on the Tijuana side near the Ligna, but you can do it on the USA Side as well. Finally, (what I usually do) I tend to take 1/2 of the funds I bring on my 2 or 3 day TJ trip and exchange those for pesos and I keep the rest in dollars. That is to say that if I bring $800, I usually get $400 in pesos at the border (U.S. side). Also keep in mind that the girls don't always know the rate and how to calculate it correctly, so asking their prices in pesos as well as dollars is usually a good idea. The only time I use dollars is when I buy something to drink (store - not a bar), but almost always when I make my race and sports bets at the local Caliente bet shop. Yes, you can save money using pesos in general, but at tourist-centric destinations like HK, the exchange rate for bottles, drinks, and fichas are calculated at a rate that is close to what you would pay in dollars anyways.

Being your 1st time you should have enough to worry about without worrying about getting your correct change if you are paying in pesos. One thing you should learn pretty quick is the workers in the Zona Norte have a sixth sense at spotting newb's and they will not hesitate to take advantage of you whenever posible.
I would still stop at an exchange on the US side and bring pesos for certain things. Pay your taxi fare to the zona with 50 pesos instead of $5 If you plan on getting a SG they will tell you 20 dollars counter with 200 pesos or they will offer multi position with sin ropas for 30 dollars counter with 300 pesos. Amazing savings you are getting it at a 10 to 1 ratio for your 18 to one peso rate. Also if you are staying overnight pay for your hotel in pesos not a lot of savings here there rate will probably be like 17 to 1 but because it is a larger amount of money it makes sense to pull out the pesos. But for drinks in the bar and meals I would stick to dollars.
And Caprese 7 knows his shit. Make that trip to the bank and stock up on 1's 20 should be your minumum. Also nice to have a bunch of 5's and if you are into buying drinks for the ladies $10's will come in handy.

One of the US customs agents told me that US citizens can use the ready lane if they have a US passport. The new US passports have a RFID chip now. There is a gold shaped box shaped symbol on the bottom center front cover of the passport.

Recent visit to Tijuana via Otay Mesa crossing. I wanted to cross here instead of San Ysidro since there is no current passport control.
