Last night, I was at Baby Dolls. This bar is located in the same Soi as Angel Witch and Sapphire, but a bit more towards the Second Road. They have quite a few cuties. Furthermore, as already reported here, they have a quite reasonable barfine system, whereas the fines drop the later it gets. At around 2AM, the fines were down to 400 Baht. The girl, a cutie, very slim and almost a spinner asked for 2000 Baht for overnight. Not bad, so I agreed and had a nice companion until 2PM the next day.
However, what makes me a bit concerned is another observation I made at this bar, it must have been shortly before 2AM. All of a sudden, the girls become nervous and put on their bikinis and miniskirts. Before, they were mostly semi-nude or nude. Also, some of the managers start to run around, to and from the door. I ask my girl: "police", and her answer was clear.
About two minutes later, three officers from the "Tourist Police" enter the bar and look around. They are one blonde woman and two men. Apparently, they are particularly interested in inspecting the bathtub in the background of the bar. However, they don't find anything to complain. All girls wear some clothes. So, the three police people leave the bar, looking a bit stupid, but also slightly arrogant.
I am wondering now, what is the role of the Tourist Police? So far, I thought they should protect the tourists from all kinds of crimes, ranging from getting drugged to petty crimes and pickpockets. They should also be a place to report our complaints.
It is new to me that the Tourist Police is interested whether or not the girls wear clothes. Or are they now also involved in extracting money from the bar owners? So far, I had a relatively good impression of the Tourist Police in general. Some time ago, I also had some quite reasonable talk with an Aussie Police Officer, and he gave me some useful advice and hints. However, after yesterday's observation, I start to have some doubts.
Anybody who knows more about this issue? Thanks for some insight!

regarding the tourist police inspeaction. i speak without a deep knowledge of the matter, but i can tell you for sure, if they as foreigners have been allowed on premises, it's because the owner knows that the real police has empowered them and is behind them in the operation. otherwise they have virtually zero power legally. why they did that, we can only hipotize, may be an ego-stroking prize given to them, but is still very strange. shakes for money by police are no matter for falangs (tourist police or not) to be part of. sometime plain clothes tourist police are used as decoy in **** sex busts and drugs cases, but that doesn't appear the case here.

There is an obvious difference between the Tourist Police and the Tourist Police volunteers, the volunteers have no police powers per se but the TP are real cops with arrest and police powers. Hope you never have to use their service but the role of the TP is:

Over the past three decades, the tourism industry of the country has grown rapidly. There are more and more foreign tourists every year, bringing in a large amount of revenue to the country. At the same time, problems of crime and manipulation of tourists have been on the rise. The government has set up an organization to be responsible for tourist safety and well-being, in addition to the local Police. Initially, the private sector, in co-operation with the Tourism Authority of Thailand or the Tourism Organization of Thailand, made a special request to The Royal Thai Police concerning tourist safety. The Royal Thai Police consequently set up the Tourist Safety and Convenience Center (TSCC) , under the Crime Suppression Division. With a staff of 60 policemen, the center registered complaints, investigated matters, and provided protection and safety for tourists in various places and tourist attractions in Bangkok. At that time, the private sector contributed to the venture by donating vehicles and communications equipment for the Police. Meanwhile, the Royal Thai Police worked on establishing the center as the Tourist Police Division so that it would be a permanent organization, responsible for tourist safety and well-being. The Government approved the proposal, in principle, on 24 November 1976, but there were problems with the budget.
The Ministry of Interior was responsible for providing safety and general services for tourists. The Royal Thai Police Department was asked to form the new Police Division which would specialize in dealing with tourists. The Royal Thai Police and the Tourism Authority of Thailand subsequently made some adjustments and changed the TSCC into the Tourist Assistance Center (TAC). The TAC was to provide services to tourists regarding their complaints about crime and manipulation. The TAC's area of responsibility was also expanded to other popular tourist destinations apart from Bangkok, namely, Chiangmai, Pattaya, Phuket and Hatyai. Later in 1992, realizing the importance of the organization, the Government finally established a permanent Tourist Police Organization at Pattaya. Section 5, Direction Division 8, under the Crime Suppression Division, according to the Royal Decree on the division of Government Organization in the Royal Thai Police, the Ministry of Interior (the 10th).2525 B. E.

Since Wonderer mentioned one blonde woman and two men, we infer they were foreign voluntereers. They cannot be real police not even in their wildest dreams. While a Thai Tourist Police volunteer (of which there are many) is possibly of a slightly highest status, and could could become a real cop eventually. After paying the admission bribe that I've heard to be about 100K Bt.
Oh and the two minutes passed in between the girls getting "dressed" and the clowns coming in, shows how either the bar was told in advance, or they were visiting all the venues around. Just a show of presence with no real meaning I think.

It sounds like you had a good itinerary, mixing your girlie adventures with touristc stuff. Regarding Devil's Den, some girls offer a restricted menu but I believe the manager is very upfront and open about the girls, so you could list your expectations when you enter? Alternatively I think their website offers a list of what each girl will do and the girls can be pre-booked too.
As for your next trip, I highly recommend Angeles. The quantity and quality of the girls is excellent, it's much cheaper than Thailand, the girls speak excellent English, the bar-fines are for long-time and the girls perform better, often offering multiple pops as matter of course. You could visit Philippines and do some good mongering in Manila, Angeles and Cebu and perhaps visit Palawan and Chocolate Hills if you want to dilute your adventures with a bit of tourism. Don't let the raids put you off, they are extremely sporadic and the police aren't targeting the tourist, they're targeting the bar-owner.

Farang throw around too much shit information in Pattaya. I doubt Tourist Police positions are too lucrative. Extracting bribes from foreign tourists is unlikely to be encouraged within that particular branch, bad publicity. Regular Thai police, on the other hand, in an area where they get to regulate (extort for protection) lucrative semi-legal businesses... that's a whole different game financially.
Croc, I never said Tourist Police (not volunteers) pulls bribes from tourists. But they are almost an accessory to Jetsky scams and others, and never will take the side of the foreign / tourist, be reassured. In case of controversies, their job is to mediate the demands until some agreement can be had. In case of more serious crimes thei will proudly use their English skills (!?!) or whatever language is needed to take the report, and that's pretty much it. Remember, police or not, you're on your own in Thailand.

That's also the reason, why I was so puzzled by this action. I have never seen anything similar before, despite plenty of visits to Pattaya. I would be surprised if they extract money from the bar owners. On they other hand. As it has mentioned here. The Tourist Police Volunteers (and they were certainly such Volunteers) have no real police power.
It is also correct that the bar definitely had a pre-warning, be it from their posts outside or be it from other bars. They clearly knew that "some police" is coming. That's also why the girls had time to dress up.
Perhaps, it was really just an "ego trip" of the three. I found it, nevertheless, remarkable.
And, I agree, as Marcos said. In Thailand, you are primarily on your own. Which also means that it may be good to have some (influential) friends, if ever any need arises.

i just recently returned from my third trip to pattaya, and i found that i still have much to learn about how things work there. if you're planning a trip and don't consider yourself a true expert on pattaya, i suggest you read every post made in the past few months in the pattaya forum so you can be as prepared as possible. i do this before each trip, but even so there are a few things i must have missed or failed to pay attention to and it cost me while i was there. i am going to split my report into two parts. the first post will be about some general issues with taking a trip to pattaya that might make your trip go a little more smoothly. if you're not interested in this, just skip to my next report which will be about the the girls.
airport transportation: when i arrived at bkk, i did not have transportation arranged. in the past, i have taken the bus, but found it to be overcrowded, hot, time consuming, and uncomfortable. i prefer to just take a taxi. the public taxi price from bkk to anywhere in pattaya is set at 1,500 baht. this includes the tolls, which i think are about 60 baht. you will pay the driver when you arrive. i gave a 100 baht tip and he seemed happy enough with that. i think it took about 90 minutes. traffic wasn't too bad at all. on the way back, i stopped off at one of the little booths on the street and arranged for a car to pick me up the next morning. the return price was 1,300 baht. they took me in a nice suv. they wanted me to pay in advance, but (not being very trusting at the time) i told them i would prefer to just pay the driver and they said ok.
transportation in town: while i walked just about everywhere i wanted to go, motorbikes are available for 50 baht to most places you want to go around the immediate area. baht buses run toward walking street on beach road and the opposite direction on second road. just hop on and pay 10 baht when you get off. pay attention so you don't miss your street because they move faster than you think. if there are no people in the baht bus, you can also rent it like you would a taxi. i did that once when leaving the pattaya floating market.
pictures with muay thai boxers: i fell victim to a bit of a scam while i was there, so i am posting this to help you avoid this. one night, i decided to watch some (fake as hell in my opinion) muay thai boxers on walking street. it was somewhat entertaining and i was having a pretty good time. i noticed that many tourists were getting a picture with the boxers, so i accepted the invitation of one of the boxers to have a picture with him. i did not ask a price because it seemed that the tourists were just giving some 100 baht bills as tips. one of the guys working there offered to take the picture. so, i jumped up in the ring and got my picture with one of the boxers and then another came over and jumped in for a few more pics. i said, "thank you." i then pulled out 100 baht for each boxer and they said no and pointed at a 1,000 baht bill in their hand as if to say that is the price. i refused, but then the guy who had my cellphone (value over $600) pointed to it as if to tell me i either pay or he was taking the phone. i was pissed, but realized my mistake was to not check the price in advance. so i have 1, 000 baht to the first boxer and then tried to get my phone and was told to pay the other one 1,000 baht also, which i did. before the guy working there would give me my phone he said i owed him 200 baht for taking the picture. so, i gave him the 200 baht and got back my phone. i was pissed off at being ripped off, but it was a good lesson learned. if you want to have a picture taken with someone there, ask them how much and don't let them have your phone. yes, i was stupid with this one. lesson learned.
ladyboys: while i am not a ladyboy customer myself, i am ok with people doing their business as they wish, however i will say that it seems to me that the number of ladyboys working alongside girls have seemed to dramatically increased since my last visit to pattaya a few years ago. while i was able to easily tell ladyboy from girl, it was annoying to me to find so many dispersed out among the girls in the beer bars and massage places.
bars: speaking of the bars, i found the quality of girls working in the beer bars to be significantly worse than in years past. now, i know many of you will find gems out there in those beer bars and chatting up some of those girls can be a great deal of fun, but i found better luck this time in an agogo bars and bars with a live band (down on walking street near the end of the road). my favorite agogo this time was the office. it is located soi lk metro near devil's den.
girls: it seemed like during this visit, i had more girls trying to get me to sponsor them. they all have their sad story to tell you and i genuinely felt sorry for them, but their story always seemed to end up with trying to get me to sponsor them so they don't have to work in the bars. my guess is many of the girls have multiple sponsors and still keep working in the bars. take care of your business, pay the girl for her time, and move on. unless you marry the girl and take her home with you, i doubt she will stop working in the bar for what you will send her no matter what it is.
massages: you can get a good massage all over town. the cheapest prices i found were 100 baht per hour for foot or thai massage and 200 for oil massage. in most places, you will find double that price which is fairly cheap. my suggestion is to choose an older, thin, but strong looking woman for a massage. if you want a hj or maybe bbj, you can choose the oil massage, however i did not have good experiences with this during this trip. i chose a younger, cute girl and she didn't want to do bj at all and her arm was weak and technique not good enough to take care of business. the older women, while not much to look at, have better technique and strength. for me, i just stuck with foot and regular thai massages with the older women. my last bit of advice is to beware of the bait and switch with massage therapists. don't be shy about asking for a specific girl and insisting on the one you want. remember, cute young women rarely give a good massage.
non-sex tourists: many tour groups (mostly koreans while i was there) are taking tour groups through walking street. they are taking pictures and videos of sex tourists and the girls. they also bring their young children, which i find disgusting. no kid belongs down there at midnight in my opinion. if you really cannot afford to have your picture taken and posted online while hanging out on walking street, you might want to spend time elsewhere. there is a lot to do all over town.

Excellent post. Keep 'them coming. I think you made a good call on the taxi decision to not pay in advance. To do so is just asking to be ripped off and if that happened the response would add up to "tell someone who cares". The fake boxing ring is certainly worth a miss. Nearly 20 years ago it was located at the old version of Marine Disco and I found it somewhat believable, certainly entertaining. If I go in there now it's for the ladies, not the boxing and I do not tip the fighters when they come around with their hands out.
