I just acted like I didn't understand what they were talking about and spoke only English to them. Luckily those times they had only Indonesian speaking police in the raid and they got frustrated. If they have an English speaker, the likelihood of a bribe goes up. I would never speak Bahasa to them regardless, but Goferring makes good points.

I don't think there is a 'standard' rate people typically pay when pulled over. Its all relative and depends on many factors, such as the person involved, seriousness of the situation, the time of year (holidays, events etc.) and even location. However, if you did nothing wrong and have all your documents in order, you shouldn't worry too much or have to pay much if anything. All that will happen is you will lose some time and be inconvenienced a bit. The officers usually only push for the 'tip' if you don't have proper document, passport, or did something wrong.
I speak fluent Bahasa and had to pay between 100 k-200 k depending on the 'offence' found when pulled over. The time I paid 200 k was when I didn't have my updated car registration. The more serious the offence is, the more serious the 'tip' it will cost. Road checks and pull overs are most common around the Red Light areas, but even happen in central / South Area sometimes. If you are a foreigner you'll most likely need to pay more than what I've paid.
I know a group of foreign businessmen that got pulled over in a Silverbird exiting Mulia hotel. The guys without their passports each had to fork out 1 Juta each, while one of them had an ASEAN card and he got off. I wasn't in that situation, so I'm not sure if it could have been negotiated lower, but I think the fact it was a Silverbird with foreigners and coming out of Mulia, contributed to the higher asking price. At the end of the day, its in the hands of the Officer because he does have the authority to bring you into the Office to process the offence (and if this happens you may spend hours or even up to a day sorting it out), but usually they don't want to spend too much time with one single car and rather quickly move on the the next car / victim, unless you've totally pissed them off or refuse to give some face. Its always a negotiation and you just need experience or the skills to come out of it successfully.

Obviously having money out and visible is just asking for trouble and never invite anyone to search your goods with out cause. Planting drugs etc is rare but not unheard off. Again, it's much better just to pay there and then just to settle things and be on your way. Hotel Travel.

But if that really was the case, I would have called their bluff and walked into the police car and request to call your embassy. Generally street police are not so audacious as to make up fake charges completely out of thin air. They usually only try squeeze you of of a minor infraction or technicality, like the need to carry official ID / Passport.

Remember that the police operate on a strong patriarchal system so most of the funds are sent up the line. The guy you paid the money to kept very little of the 3 jt.
Regardless, you made it out for $250. If you went to the station, you would have been adding zeros to this.

The one and only time I did have my passport with me during one of the passport scam shakedowns, I had the exact same experience (other than the amount paid). I had only been in town 2 days. They first asked to see my passport. When I DID have my passport, they immediately transitioned to "did you report your arrival to the police station when you arrived? Where is that report?" They then went on to use that as the shakedown reason going forward. To shake you down like that though takes a cop who can speak English pretty damn well. I looked it up on the internet when I got home, and there was actually a law that states all foreign visitors to Indonesia have to fill out a report with the police station when they arrive. Nobody ever does that though. (If you are staying at a hotel, the hotel is supposed to do it for you. I did tell the cop I was staying at the Mulia, and I could see he hesitated pushing me after I said that, but he thought about it for a second then did continue pushing for money.) The bottom line is that when the police are set in their mind to get some money out of you, they are going to keep coming up with as many BS reasons as possible. That's why I don't even bother carrying my passport ever anymore. It doesn't help and I may lose it.

On those occasions, the negotiations were never a problem and they never asked to see my passport, they just stuck to the actual infraction and had me pay a small fine (directly to them of course) for that. They usually wanted 50 k and never more than 100 k. I would speak Bahasa to them and they were fair for the most part. Sure it's annoying to be hassled by the police at any time, but hell, I don't mind paying 5 to 10 USD for a traffic infraction. It costs 200 USD or more for the same in the USA.
However, the passport scam shakedowns are a completely different thing. Totally unethical.

One of the main reasons to get a driver in some SE Asian countries. The convenience far out weigh the risks. That is why some locals I know tell me to just walk away and disappear and grab a taxi when something smells wrong. They can then settle it on local basis.
In rural US, shake downs are quite regular. Once I was in a rental and the cost was close to 1 k. Those were the days when rentals had bumper stickers and such. Big neon signs "Sukker on board". Similar shake downs in New Jersey. Which was surprising to me. It appears to be still going strong.
I have heard about the passport shake down but, knock on wood, no problems yet.
