How does it percolate down to the ground level? As we speak, this must be getting comunicafed to the local governments, prosecutors, police, etc etc, and somehow to the clubs and other places as well? Some sort of communication must be getting passed on to club managements re: what is allowed and not, what is the responsibility of club management and what they need to do and what club managers must discuss with their workers etc.

I guess it must be more tricky to get this information out to the RLds, where there is less organization and no central management as in a club. Or street hookers.

Somehow, all of this is supposed to kick into gear on July 1, not too many days from now.
