I've paid for the AF option in the past and only got vaginal sex. Minus Soaplands and Shinchi's in Osaka, selling vaginal sex is illegal. I'm sure BBFS is on the table if you're willing to pay extra for it.

If you're actually moving to Tokyo, you owe it to yourself to read, read and read some more.

Due to some vagaries in Japan's sex laws, it seems advertising "AF" is "legal" but directly suggesting VF is offered is not legal. What you end up getting is really what you negotiate with the girl at the time. Shops / Agencies are obviously not going to clarify what actual services might be available.
