You don't need a key card to access those floors, so you can meet the girl on those floors if you are ordering outcall. If you are walking in with a girl, then as someone else mentioned, try to do it as early as possible, like before 10 pm or 11 pm. Otherwise, it will may appear obvious that you are bringing a WG into your room at 2 am. Have not visited Shanghai in about a decade, so I've zero reference point to comment on it's trajectory. But the place was about 70% full, so not bad for a Sunday.
