' this statute makes it an offense to profit by facilitating the travel of usa citizens or legal permanent residents, knowing that they are traveling for the purpose of engaging in illegal sex with a minor. the penalty for this offense is up to 30 years in prison.

there are also some child pornography laws that apply to conduct overseas. sections 2251 (see) and 2260 (a) of title 18, united states code both make it a crime for anyone to produce child pornography in foreign countries if they import the child abuse images into the united states, or if they intend to do so. the penalty for a first time offender under these statutes is at least 15 years, up to a maximum of 30 years in prison.

finally. 18 usac. § 1596 grants extraterritorial jurisdiction over 18 usac. § 1591 (sex trafficking of children or by force, fraud, or coercion). in this instance, this means that federal prosecutors can investigate and prosecute foreign nationals who commit sex trafficking crimes against children outside the united states. section 1596 also allows the federal government to investigate and prosecute usa nationals and residents who commit child sex trafficking crimes in foreign countries (for more information on 18 usac. § 1591, see citizen's guide to usa federal law on the prostitution of children).

DeepMmpactt: I have no idea about car rentals but try using you frequent flyer miles to leave POP and save alot of money. Also you may want to try the bus to Sosua from Santaigo which other people can tell you about because I have never did it. I can tell you that the chicas will be still walking around after you wake up. Just remember they are on the move so you my not want to sit and look for them. They walk down Pedro Clisant from pass Hotel Europa to Duarte road. Now sometime they go to the beach walking along the path where the shops are or they might turn at Duarte and walk along that road. I came across a remarkable law. Title 18, Part I, Chapter 117, Section 2423, Subsection C of US federal law states:

" (see) Engaging in Illicit Sexual Conduct in Foreign Places. — Any United States citizen or alien admitted for permanent residence who travels in foreign commerce, and engages in any illicit sexual conduct with another person shall be fined under this title or imprisoned not more than 30 years, or both."

It sounds like a decent law, right? The problem is that "illicit sexual conduct" is not referring the definitions at the place of travel, but rather as it's defined in US federal law:

(f) Definition. — As used in this section, the term 'illicit sexual conduct' means.

" (1) a sexual act (as defined in section 2246) with a person under 18 years of age that would be in violation of chapter 109A if the sexual act occurred in the special maritime and territorial jurisdiction of the United States; or.

(2) any commercial sex act (as defined in section 1591) with a person under 18 years of age."

In other words, if you are a US citizen traveling abroad you can be prosecuted upon returning to the US for purchasing sexual services of someone under the age 18 in another country, REGARDLESS if such behavior is legal at the place of travel.

Is this not blatant disrespect for the laws of other countries? What gives the US, and other countries with similar laws, the authority to extend their jurisdiction worldwide?

I was supposed to fly into POP (Puerto Plata) , but American Airlines wouldn't hold a 40 seat turbo prop airplane an extra 15 minutes in san juan, puerto rico, for a late arriving airplane from Newark Airport. So my connection to Puerto Plata was gone when I got off the airplane from Newark at San Juan, Puerto Rico. American Airlines put me on an airplane from San Juan, Puerto Rico to Santo Domingo later that day. I arrived into Santo Domingo around 4pm that day and decided to rent a car and drive to Sosua (I had never been in Santo Domingo before and never driven in the DR before). I rented with Avis, a small Mitsubishi 4 door car. It would be a one way rental, returning the car to POP airport. Only map was a very simple thing given out by Avis. First time driving in DR, no sleep in 24 hours and I drove into santo domingo during rush hour, around Christmas time, about ten years ago, my Spanish was not good. Got lost numerous times, people were nice offering directions, I didn't understand much of what they were saying. Driving at nighttime, I finally arrived into Sosua, that night, around midnight.

Nowadays, there is google maps (you can easily study the routes before your trip) and you can get information from guys on this site. Hertz offers casa de conductors insurance (ISG member Helpmann dislikes Hertz in the DR. Hertz doesn't give the prices of various insurance online, they tell you to get those prices at the counter). Avis I used my first three times renting in the DR and those three times they tried to overcharge me, a woman at Avis in the US, named MS. Jackson, straightened out the overcharges, but after three times getting overcharged, I gave up on Avis in the DR. Since then I have rented from Alamo / National. Viviana at the Alamo / National counter at the Puerto Plata airport, I dealt with numerous times. My MasterCard credit card provides some insurance coverage (I decline Alamo / National's insurance that costs $19. 95US per day, I choose the third party liability insurance for around $9US per day and the glass / tire insurance for around $4US per day. I use a coupon code from BJs warehouse store travel site to save about $50US on a weekly rental with alamo / national. The reserved price that appears online with the two insurance options in the rate, is the rate that gets charged to my credit card (there will be a $1000US hold placed on your credit at the time of rental, that stays for about the first 4 days, if you rent from alamo / national).

Chevy Aveo at national / alamo I have had several problems with that car in DR and won't rent it again. The tiny Chevy Spark (I believe made in Korea or China) is a good little car. The Nissan Tilda is usually just a bit more than the price for the Aveo, the Nissan Tilda is a good car (similar to the Nissan Versa here in the states). Next in size is the nissan sentra, which I rented one time when I traveled with three other guys, it was a tight fit for 4 guys with luggage. With Alamo / National make the reservations online at least 24 hours before arrival, you choose which Alamo location (airport or city) you want to receive the car and where you want to drop the car off. I have read on this site that Alamo / National is open 24 hours at the STI airport (I know they are open 24/7 at the SDQ airport).
