They have a small ( 9%) discount for early mornings so if somehow you are there 6 am-10 am (morning wood?) it is -2000 yen for 50 minutes and -5000 yen for 90 minutes. However, some girls do not work those hours. Note that there can be a big variation in wait time depending on which girl you choose. I won't go into the different reasons but 5 to 40 minutes sounds about right.
They are quite explicit that they are both open to foreigners and also add on a 20,000 yen foreigner tax. There are also other options such as 15 minute time extension, some girls are premium (adding 1000 to 6000), etc. The 20,000 yen foreigner tax is regardless of 50/90/120 minute choice, and as mentioned 90 is probably a good place to start if you want the full soap experience. 120 if you are multi-shot and long-lasting etc. The foreigner tax is even on the Japanese page so it is not like this is just a language test. It is in some ways a risk tax for them since their most important criteria is "no trouble". You can see their rules / prohibitions list for everyone are risk related. The rules are the bare minimum of decency so if you weren't going to follow them before being told then honestly soapland is not for you anyways.
Without the foreigner tax the rates are about right for Shinjuku. It's only 50% more than Yokohama Kira Kira so as long as the girls are better it is justified. They are foreigner welcome so just behave. It is common sense and you will have fun.
For those curious, the rules are pretty much the same at every shop:
Insulting / Violence against women.
Any sort of act that is disliked by women.
Any kind of act of stalking women.
Any members of a gang member or similar people are not allowed.
Usage by anyone in the same industry.
Headhunting or any act that is similar.
People who are drunk or is mentally unstable.
Any suspicion of possession or usage of drugs.
Anyone with or suspicion of sexually transmitted disease.
Lack of cleanliness.
Any other acts that the store may consider prohibited.
Acts that do not follow our instructions.
Acts that do not use hygiene products.
Notice that ugliness is not a factor. If you act like a normal person to the girls they will worship you just the same. Do not disrespect the girls that won't work anywhere in the world.
