In the past I would grab both a regular menu and a breakfast menu. The desayuno menu has a larger selection of omelets but as I recall, there's a breakfast-type omelet on one page of the regular menu that I prefer over all the omelet options on the breakfast menu.
Glad you mentioned La Perla's guacamole. They offer a large oval plate of guacamole that is very good and very cheap. Last time I was in La Perla IIRC it was priced at something like 45 pesos (around $2). There's a group of mongers that I usually eat dinner with, usually at cheap places inside La Zona. If my amigo Diego is in town, he will always stop at La Perla and get an order of guacamole (to go) to bring to our table at other LZ restaurants. It is also not unusual for Diego to bring a bottle of wine that he bought in Orange County for his dinners in Tijuana. Many of the small restaurants in LZ don't carry these food items and have no problem with customers bringing it with them to supplement their dinner orders in the restaurants. Diego's an old Tijuana vet & is always making these type of arrangements.

Hotel Mini
It's in the middle, on the North side of the alley, between bars Valentina and Capuruchi. There are no signs. The office is at the end of a long, narrow corridor between the 2 bars.

La Perla
La Perla is a seafood place. It serves quite a few fresh and delicious dishes.
My favorites are the cold dishes of mixed seafood, shrimp, squid, clam etc. Blanched and marinaded in a lime and pepper dressing. I think it's called Botanas. The seafood cocteles of cockles, clams and shrimp are also very fresh and delicious. They serve free and unlimited delicious hot seafood consomme, which is seafood broth to go with the food. Ask for it.
Breakfast is very good with eggs, sausages, potato, toasts, tortillas, coffee and orange juice, all for under 75 pesos. La Perla is the only place in La Zona that can make a lean, non greasy, clean-tasting American breakfast.
It's very nice sitting under the authentic thatched roof, by the windows, having a fresh meal washed down with a couple cold beers, served by hot, smiling meseras, watching the comedies and dramas played out on the streets of La Zona. I would go there a lot more often if they stop the loud brass bands from insulting and torturing customers's ears and eyes every night. But the paisanos and rancheros like to dance with their beefy chicas to that music in between dishes. Hehe.

The Eduardo Hotel still had its old (former) facade, with six different chicas standing in front of that hotel's building. To the immediate east of that plywood covered construction area are two small entrances. The first entrance is to Hotel Mini and the second entrance (under the blue awning) is to Bar La Capirucha.

Final night. I can go to the mansion but they don't let you leave and comeback again it is some stupid non sense policy. They told me you can stay until the next day but you can't go out to eat or walk around and return to your room WTF? What kind of friendly service is this and who the F. K are they to tell me if I can or can't go out.
I think I will look for other places when I get there.

I agree with everyone here that the $40-$60 price range is too low for hotels located in the Zona Rio area. That's why other posters continue to suggest hotels in Tijuana's centro area.

The two hotels mentioned above are inexpensive & just a few blocks outside of Zona Rio. Hotels in Centro are generally less costly than Zona Rio. You mentioned that you would stay in the Ticuan, which is in Centro, but you don't want to pay $90 a night. Why not consider the Aqua Rio hotel next door to the Ticuan? Their rates tend to be 1/3 the cost of the Ticuan.
