So language barrier solved. No girl is going to ask you for a tip. So as a foreigner even without any Japanese, that's going to be your better bet. As a tourist / punter trip Japan wins for me personnelly. Japan generally does take a little more effort as you've more than likely read as FS isn't exactly legal.
