Cops trolling for gringos
I arrived in Juarez yesterday afternoon and decided to take a drive through El Centro. As you know, the streets are narrow and there are lots of pedestrians. I stopped to let a family cross and was very shortly thereafter signalled to pull over by 2 bicycle cops. They gave me a thorough shakedown, searching everything including a pat down. It was a male, mid-20's and a female, not unattractive (I couldn't help but notice) about the same age, both on bikes. The male told me he pulled me over because I had stopped in the middle of a lane of traffic. After some BS about the transito delayed by 1 hour at an accident, the male cop asked me how I'd like to handle it. In spited of what I'd read on this and other forums, I wanted to play it cool before offering him a bribe, so I said I'd like to pay the fine here and now. He said ok, but he asked me to be discreet, as there were cameras about. I managed to seperate a 500 peso note from my wad in my pocket and slipped it to him and I went on my way.
So did he take advantage of my faulty driving to make a few bucks, or was my driving only an excuse to extort money. I was considering the fact that I had heard that crime was up in Juarez and perhaps his superiors told him to stop everyone who looked suspicious (I was driving a cadillac, driving slow and looking around. Could have been the actions of a drug dealer I suppose).
But later that day, he removed all doubt. It was a Thursday night, I was making my usual rounds of the clubs, (Hollywood, Queens, A&C, etc.) and I was ON FOOT. Here come the same pair of cops on bikes. Again, he "pulls me over" and asks for my ID. No traffic infraction, no possible infraction at all. I was just walking down the street. I asked him "don't you remember me from earlier?" He shook his head no, then I saw the realization dawn on him. He told me to take care of myself and sent me on my way.
It seems to me that this is a clear case of this pair stopping any gringo they see and shaking them down for cash. This was a Thursday night and there were few, if any other gringos around. I wonder what it would be like when the town is full of UTEP students. They going to be stopping everyone? It was clear that they stopped me strictly because I'm a gringo. This pair is a menace and I wish there was something that could be done. Just another reason to avoid downtown.

Need a little advice, por favor
Looks like I'll be in EP for a 24 hour business next week (in Monday night, out Tuesday night). If you were in my shoes - or more correctly, in my condom - what would be your preferences? I will be arriving around 8 PM and have a meeting first thing the morning so I won't have much time at all but can't pass up the opportunity for a quick pop or two. What hotel would be the closest to the bridge and what bar or MP would offer up good service to a traveler on a short schedule? Thanks in advance for your advice!
