But someone opening a specialist niche restaurant for tourists and the middle-classes would offer the traditional French Creole menus which are much more imaginative and varied than anything the Dominicans could come up with. It's like comparing Paris with Madrid.
Basically French cuisine but incorporating stuff only found in the tropics and some ideas from African cooking. Haitian restaurants are popular in Paris. I doubt if Dominican restaurants are popular in Madrid, except maybe with ex-pat Dominicans.
I don't have a horse in this race. I'm English but for me Italian cooking is tops.

I had a chance to talk to one of my Dominican friend that live in Puerto plata. He told me the best way 2 do it is to open a low budget restaurant don't spend no more then $4000, find a dominican girl and put the restaurant under her name so I can be hustle free. He said he can find me a place to rent on pedro clisante for only $500 a month and 3 people to work for me for rd2000 pesos each, every other week. He said I can easily make rd60000 pesos a week on slow season. What do we guys think?

But if you've got money to dump into an bottomless pit, then go for it.
But don't expect anyone on this board to take you seriously. Besides probably not even knowing what a business plan is or looks like, you're already fucking up by talking to the wrong people. Charles Pooter suggested you talk to expats who have had experience operating businesses in the DR, and you are instead talking to Dominicans; the same people who will be ripping you off for the life of your business. Maybe you are cool with being shaken down though. You've already given clothes away to the police. But if you thought that was an interesting event, you probably ain't seen nothing yet.
I bet your "Dominican Friend" probably didn't tell you how much it would cost you in start-up costs before you opened anything (business permits, utilities, pay offs, etc.). Where are you going to buy the food you are selling? Equipment to cook the food? How are you going to manage to stay in business when all of your Police friends are wanting to bring their entire family by to eat for free every night? What's stopping your employees from bringing their families in to eat for free (especially since you more than likely will not be there actively managing the place yourself)? What's stopping your employees from raiding the fridge and taking food inventory home to cook for their kids? Security? How else are you going to keep thieves and your Police friends from breaking into the place and stealing your inventory during the hours your restaurant is closed?
Did you even ask him how he came about "RD6000 pesos a week on slow season"? More than likely he pulled this number out of his ass. Is he currently running a business himself making that much a week?

For $4000. 00 you will not even get one of those places on the beach.
Next point. I like how you casually mention finding a girl to put the business under her name. I am sure you will get a lot of applicants.
I don't want to get into the finer points of operating a business but you can rest assured that even if your gross profit was 60000 a week you would prolly see very little of it in your pocket after all your expenses. And shrink. Legit and non-legit.
There is an old saying: if something appears too good it probably is.

It never fails when new mongers hit these spots they get the fever and try to come up with bright and clever ideas of how they can stay in the place, or make money, etc. It happened all the time in Rio and from the looks of it it happens in DR. Last month I met a newbie in Thailand who started getting bright ideas of making money this that or the other way. I told him dude forget all that shit. Just enjoy your vacation and when you are ready to come back for another one the place will still be here.
