In the past they didn't have a key for some of the old style safes. But I think that may no longer be an issue.
I keep all my cash and passport in the safe till I checkout; this way I am only carrying around money I expect to use each day.
In safes that are not key operated. You set the code like you do in any other digital hotel room safe.
Safes are reliable and only trusted staff can open them without the code. Gives me a lot of peace of mind.
Insist on room with working safe at time of check in and when you get into the room if the safe is non operable after talking with hallway staff you can tell them you want to change rooms if the safe is not working.

Because the mugging victims now know not to walk on the sidewalk and I can see them walking in the street. The best place to walk is in the middle of the street on the median. This gives you time to spot muggers approaching you and avoid them. If you are walking on a sidewalk, they can lunge from a corner or a door and get you by the neck. . . Good analogy to Chicago, because Tijuana is like Chicago back in the Al Capone days, but instead of bootleg alcohol, it is bootleg drugs. Avoid the drug scene if you value your life. The guys who are mugging you are probably doing it to buy a quick fix.
