I personally do not think NRW clubs are failing. Still plenty of good ones.

Club manager's number one job is to make sure LU is good. Then he has to make sure these girls provide reliable and honest service as advertised. Finally he has to keep the club facilities such as toilets and showers, rooms, towels and robes, food and drinks, AC and heat, in good condition.

Then customers will come and stay.

As you may have learned from your research on Madrid, there are two Russian / Ukrainian houses in Madrid. If you watch the schedules, it is apparent that when one plane arrives with a group that tends to work at the same time, the ladies who have been working at the place must take the plane back to Russia / Ukraine. The answer to your question is simple. Out of the 20 thous and so Romanian prostitutes working worldwide maybe the 90 % work in Germany.
