Mexico checking passports and selling visas?
I don't think even Mexico's major entry ports, like San Ysidro or Otay Mesa, have means to record and on-line check of all passports of people crossing into their country. Unless Mexico has on-line capabilities which can quickly pull up info on the passport bearers, their checks are useless.
We would want Mexico to catch criminals fleeing the US. But while bogging down thousands pedestrians and charging them with expensive visas, so far tens of thousands car drivers every day just drive straight through the El Chaparral immigration check point, are never asked for any passports or sold any visas.
I was stopped for inspection twice in the last 5 years, one random and 1 due to wearing a low-down baseball cap hiding my face. But the Mexican immigration people never asked for my passport or visas, and were only interested in catching stolen or unregistered cars driven into Mexico tax-free, which is a big problem in border towns.
US CBP takes video images of all cars leaving the US, and can automatically identify license plate numbers, but Mexico has no such capability. They were checking registration papers against the VIN numbers on the dash board. The attractive agents were giggling that I was heading to la Zona Norte to party. Hehe.
I suppose tourists flying into resort towns like Cabo, Cancun and Acapulco ect. Now have to get in line to show passports and buy Mexico's visas. AFAIK, cruise ship passengers are exempted. The cost of visas will significantly reduce tourism to Mexico.

This kind of stuff has been going on for decades and will continue long after we are gone. It's unfortunate but chalk it up to collateral damage and additional factored in expenses. Prorated over a decade it is a drop in the bucket.
If you factor in not paying in pesos you actually lost more than $60. The chica would have likely been fine with 800 to 1000 pesos for an hour ($44-$55) . If not, you could have paid more in pesos and still came out ahead.
Sorry you had such a bad time but as previously mentioned, paying up front takes away any bargaining power, it is their word against yours and you are guilty by their terms.
