When you enter the San Ysidro entry to Mexico on FOOT, you will see sign for FOREIGNERS. Get your European ass in that line and the immigration officers will ask you about the length of your stay. If less than 7 days, they will issue an entry permit without charge. If longer than 7 days, you will have to pay for the entry permit.

Pedestrian east entry walking north from Tijuana to San Ysidro
Instead of entering the turnstiles and the old customs building, a walkway has been built to the left.
The CPB will allow you to pass through what I will call a rat cage chain link fence tunnel.
Towards the end of the tunnel, there is a fork in the path for Sentri/GE cardholders that leads you all the way up to the front. No more merging.
They are using what I think was the old Sentri office that has been converted to interview lanes.
The exit of this office is on the same path as before and a stones throw from the Blue line trolley.
One officer estimated this procedure will change in about a year.
San Ysidro Permanent Ped East and West
Look at the GSA plan. There will be permanent Pedestrian entries both East and West:

We are at the end of Phase 1 and the start of phase 2 when they are building the new Ped East entry.
In phase 3, look like I 5 South will be shortened North of the border, with a right turn after Camino de la Plaza. The old UETA store and parking lot will turn into inspection stations for Southbound vehicles.
Supposedly after phase 3, 36 new vehicle inspection stations would be added, both North and South bound.
