I went to the same place for the first time earlier this week, and also got the 398 service. I can confirm that it comes with HJ, without tip. The receptionist asked me on the way out whether I wanted a VIP card, and I simply declined.
In fact, this visit was slightly odd, in that no additional services were offered or pushed. I was in a mellow mood, and it was quite pleasant to have a session with HJ without any negotiations of any kind.
The girl was number 22, nice looking, good attitude, friendly, a decent effort on the actual massage, an hour well spent, and I may well repeat.
Now, everybody has different tastes, and I have to admit that I like the little spinners. From what I have seen, this place is not for that. Unusually for me, I actually asked to replace the first girl that arrived, because she was just too hefty for my liking. I've not been to this place for a couple of months but each time it has been a full hour session with a fairly decent massage + HJ for 398. I can't be bothered with negotiations either. It's just nice to chill, and 500 for a quick BJ just doesn't seem worth it to me. If you order the most expensive item from the spa menu, then it likely includes a happy ending and some roaming. YMMV of course.
Some of these SPA places just have one menu. Again, if you order the most expensive item, then it likely comes with happy ending and some roaming. If you are a foreigner, then they might try to hit you up for a tip.
From the last 10 or so spas that I have visited, I think only one did not have a happy ending. The prices were around 699. Yep, prices have skyrocketed.
But again, the tell is the price. If a spa has a menu item for something like 228, that is not going to get you a happy ending. For some places, the most expensive item might be around 499, but I often get hit up for a tip in those places.

The ones which were lights off or closed in June are most definatly offering naughty services.
As Midwestern points out there are 2 types:
- Those with a door fee + tip fee.
- Those with a higher door fee but no tips allowed.
More and more places have gone semi veggie as in only HJ and fully clothed lady are delivered.
Often they provide normal massage service too (different providers) including to female guests. It makes raids more complicated as you can bust a naughty service or a fully legit one.
Some places offer BJ for extra price.
Some will offer nude massage and some kind of B2 B for extra price.
Very few will offer FS.
As for prices aside from some cheap place with 398 fee and no tips, most are in the 698 category. Some high end are 998 for normal girls and 1298 for prettier girls.
As for tip places its usually 398 to 590 for house fee and HJ its usually 200 to 300 to take their clothes off with full roaming, 400-700 for BJ or BJ+CIM, 700-1200 for FS.
Again it depends on the place, the age of the girls, their beauty and your "reputation in the shop" if you overpay once you are expected to overpay the following times. If you pay lower fee but are a frequent repeater they won't argue too much on price with you.

The only thing I'll add is that there are a few places at 398 and 498 with no need for tip, that will get you a mid-20's decent looking gal in short skirt stockings heels etc. Who'll get more or less naked with full roaming + HJ (but no BJ or FS), but the initial massage will be terrible or almost non-existent, the service will be a bit rushed, and you might be in and out in under 30 minutes. Fine though if you just want a pretty gal to get you off quickly. However these places are a bit more low key and might be harder to find for the uninitiated. Some of these places don't even have a menu at all either. You just walk in and the guy at the desk will know what you're after and will just walk you through.
I actually prefer the 60-70 min sessions at the more legit looking places where the gal may be a little older and more conservatively dressed, but you'll get a long decent satisfying massage and an expertly performed HJ to finish for the same price as above, but we all have different preferences I guess.
