Go back and read the OP report and if you still don't get where they drop the bombshell which translates to "no", you may need to enroll in English 101. The rest is between the lady and the gentleman.[/QUOTE]You are describing the law in the UK, (sex for money for example in the apartment of a provider, one customer and one provider living there, no brothel. 100% legal) but in Thailand the same transaction is illegal, but they leave certain terms undefined such as must be in "a promiscuous manner", or an "open and shameless manner" and "causing a nuisance to the public". All making it difficult to enforce.
A barfine or anything similar is simply a form over substance sham transaction and would not negate a 3rd party from being charged, but of course in Thailand there is no enforcement.

When cabdriver said 'she was bar fined earlier in the evening" I interpreted that to mean "earlier in the evening the bar fee was paid AND she went to the hotel to have sex" vs (just) "the bar was paid"
Assuming a bar girl is actually preemptively barfined, its hard to understand why she would let herself be tied up like that. I mean presumptively only the bar has been paid the 500 or so, yet she is still has not received her 2000 (or whatever). Unless the time is set or the customer is a major roller or major customer to her, it doesn't seem to make much sense. And the issue is magnified even more if the girl being tied up is in fact a "hot chick" as she is less likely to want to hang around waiting for someone when she has other opportunities all over the place. A hottie would have to be a fool to let herself get tied up like that.
Even as an excuse it seems transparently phony, and perhaps only a good way to lead a guy on to buy ladydrinks, and then bail.
