Yellow taxis attack tourists
Read again.
Yellow taxis got banned from the border due to the attack on 5 tourists waiting for UBER, not from attacks on UBER drivers and the airport bus before. Tijuana city officials specifically condemned this attack against tourists and it triggered the ban.

Tijuana City to Cabbies: Don't attack the tourists!
If the cabbies had attacked the UBER driver or the Bus drivers, they likely would have gotten away with it but the City of Tijuana depends on tourism. That is why they set up the special Tourist police. Once the Yellow cab drivers starting attacking the golden goose of tourist trade, that is when the hammer came down hard! Like I tell worried Americans. The difference between you and Mexican citizens to the Tijuana policia is that you are valuable. You are a tourist. Mexican citizens unless they are bigwigs are worth nothing to the policia. So feel safe, the Tijuana government and policia is looking out for you tourists because if something bad happens to a tourist and word gets back to the USA media, it hurts Tijuana businesses (and City government) that depend on tourism dollars!
