These German women might be successful in catching men at places like GoldenTime or Living Room but not at a RTC place! After their "cover" is blown, people will know who the undercover cop was and that police woman won't be able to go undercover at another place due to rumors! What the police might try to do is recruit the existing prostitutes to report on their customers and work place but then again, why get customers / work place in trouble when they're the source of your income that pays more money than what the police might offer you in the first place?

Of course the strategy may change I guess, but that is what was announced.
