The correct casa de cambio-rate today is at least 3,3. You lost R$130, equal to 1 hour in a very nice privê.

That sounds more like the thieves in the US airports, than Rio. Someone saw you coming and decided you would make their day.
BTW, if you know the current rate, the guys in the jumpsuits can be persuaded to give the same and sometimes even better. I never have exchanged a lot of money with them, but have exchanged a hundred or two for myself and sometimes made arrangement for others who needed taxi money.

Monte Carlo was 400 +/- for 40 minutes with a girl (at least for me) might have been a tourist price.
