I guess that you can make it if you are focused in your plans and know where to go.

Usually people mention Kira Kira and GFE Soapland as stopover points when coming from Haneda airport which is on the other side of Tokyo city.

Chiba has 10K places, many of them. I'm going to guess they are MILFs. Many guys in Japan can barely afford 10K, so they are going to be happy at least. It's Chiba. Very few people with money there to begin with.

I've posted before about how much cheaper other cities are than Tokyo and Osaka, in many cases literally half the cost due to rent. Rent is by far their greatest expense. Oppai pubs in Nagoya cost roughly half as much as they did in Tokyo. That said, if a place is soapland you can expect fs and it's included. Whereas if it's delivery health, you have to negotiate extra for it.

It's part of the reason why Kira Kira is good value, it is 35 minutes from Shibuya by express train (about $2), and you end up saving a lot of money as a result. But Yokohama is not quite countryside like Nagoya or Chiba, just halfway there in terms of rent and costs. Next time I'm in Japan I'll take a "city hike" and pass through Yoshiwara again. I have low expectations but a high budget, so I'll just drop in a few of the soaplands that are foreigner friendly and see what girls they have and what they'll charge me.
