I would call before going unless you just want to hang out at the bar and hope for the best.

Unfortunately, the port got cancelled during the cruise and we ended up going to Nassau instead. I'm scheduled for another cruise in April with a stop at PP, so I'm going to try again.

Even at 60% I would take Thailand over the DR for women and stuff to do at nighttime. Prices are also much less than in the DR for about everything. With that said, I am in Sosua for three months since anywhere is better than where I live in the good old USA.
On another note, I talked to a long time BB chica yesterday and she told me almost all of the BB staff has changed since the place was sold. She told me they hauled Marta away in handcuffs and only Ruth and the massage lady (can not remember her name) were the only ones left from the old staff. Maybe those who have been there recently can tell if she is full of it or not.
Most of the staff and both mamasans remained unchanged. Martha and her family, Monica, and Daniel are out. The massage room seems to be repurposed.

From quite a number of experienced pirates I met, I believe your source is somewhat misinformed.
Bartenders & wait staff seem to be old hands. Veteran guests knew them. Have no idea about cooking & cleaning staff.
The massage & mani / pedi offering is no more.
There seem to be two new mamasans, but they are girls who worked their way up.
The girls themselves, as should be expected, are a mix of new and old.

Recently returned from my first ever visit to the Caribbean, to the Dominican Republic, and to Blackbeard's Resort. My wingman and I have travelled the world together. Thailand, Spain, Germany, etc. I have myself mongered all over the world on my own as well. We wanted a destination a bit closer to USA shores. He had mongered in the DR before, but never visited Blackbeard's.
I found BB's to be somewhat of a middle ground between to our highly transactional experiences in German FKKs and with Bangkok bargirls compared to "wifing up" for extended visits with Thai civilians, or my experience with Pinay nannies and shop clerks looking for love in their overseas postings. BB's is clearly transactional, but you can form a bond, of sorts, with the girls. Frankly doing so enhances the probability you'll get exactly what you want from the puta (s) of your choices.
BB's is a nice, laid back environment. You can chill with your mates, watch sports, bend an elbow, then excuse yourself to get your nut. The girls for the most part are not too mercenary, but some push very hard to an exact time, an appointment, if you aren't prepared to say yes right at the moment. Avoid that trap. You might need to pay even if you chose not to go with the lady later.
Only had a "problem" with one girl, and it was when I failed to ensure, before we headed to my room, exactly what I wanted and more importantly what I absolutely did NOT want. I knew what would work for me, and what would make getting my nut more difficult, and no matter how strongly I said stop doing that, she persisted until I cut the session short.
Our visit was marred by an incident the evening of the Georgia-TCU blowout. Another guest, "Golfer John" from Florida, made a terrible scene, ultimately reducing a very competent and friendly waitress to tears because, frankly, he was an asshole. He was drunk, angry, and in the wrong, but wouldn't let go. His friends apologized, but I don't think he ever did. He should have, to both the waitress and everyone else there.
Nico was there, being forced to listen to the asshole's bitching. Instead of trying to diffuse the situation, he should have had security offer Golfer John the choice of either retiring to his room, or checking out, immediately.
