This is just simply not true. My best friend runs the ER at a major LA hospital. This friend told me just 2 days ago that essentially EVERYONE they see for covid is unvaccinated. They ask everyone. This is my friend. Who is there every day. This friend has no agenda.

"Spring break" is not interminable. It occurs specifically in the Spring, in March and April, depending on when various colleges further north let their students out for a week of spring intermission. It may appear interminable from the outside, but a variety of colleges set their spring break dates at different times because their semesters begin at various dates in January and end anywhere from late April to late May.

Yet, no change on the Phils BI website (still not showing any allowance for foreign tourists. Few things could be more confusing than this.
While the website you mentioned discusses MCQ / ECQ travel restrictions, I would remind everyone that these can change in a heartbeat. As an example, a few days ago I reported here that the NCR was going from MECQ (strict) to GCQ (less strict) the following day (as reported in major news outlets here). A few hours later that had changed, NCR was staying in MECQ for another week. Also, depending on then-current Covid numbers in the future, various locations can lock down unexpectedly.
The website speaks to inter-city or point-to-point travel requirements. These can also change overnight. Planning Manila and AC? Manila and Cebu? One city only?
Also when I searched 'Philippines Department of Tourism', I got 3 different websites. How can there be 3 websites for one agency?
