I think Sharks, like any other business establishment, suffers from peaks and valleys in demand and that puts a strain on their personnel.
There are times when there are not too many customers. If management hires too many employees, it is a waste of money for them at that time, as they don't have enough work to do. And then just as suddenly, a lot of customers come in, and it becomes tough for the employees to provide adequate service.
This is a common problem for many businesses I am sure, but in the case of Sharks, it is not always predictable. They probably know that weekday afternoons are low periods and Friday and Saturday nights are going to be busy, and hopefully, they staff accordingly, but still there could be surprises one way or other (not too many customers or too many customers when they are not expecting), and that's a staffing problem to solve.
There are some low hanging fruit they can pick. There is no reason why they can't put a number of water dispensers and plastic cups throughout the club. Should not be costly to them at all. But last week, 3'of 4 days, even the water dispenser in the cafeteria was not operational. On one day, it was empty throughout, and the other two days, there was no water container at all. Ergo, every time anyone needs water, they have to go to the bar and ask. That puts an enormous strain on the bar staff and makes for long waits for customers and girls alike.
In fact, I would just install a couple of water and soda fountains in the club. Upstairs and downstairs. Like how you have in the US when you go to McDonalds or Taco Bell. You pay, get your glass, and refill when you need. Bar staff can then be free to serve coffee, or liquor. Water and cola account for nearly 80% of servings from the bar staff in my observation, and removing this to fountains truly reduces the burden on them. I am surprised why they don't implement it. Are they afraid customers take too many refills and waste it? Doesn't happen in the fast food places I mentioned, why should this be a problem in the clubs? In any case, the additional wastage is a small expense, as compared to the savings from freed up bar staff time.
In fact, even black coffee, hot tea can be self served. We do this at the breakfast buffets in hotels all over the place. Tea is particularly easy - all you need is a hot water tap and some tea bags and cream/sugar next to them.
Men's bathroom is just a question of demand side that I mentioned. During peak times, the bathroom is too crowded and unless they hire more staff it is very difficult to maintain the place in a spick/span manner.. I feel for that woman who is most often there. She has to keep on picking up dirty towels off the floor, continuously clean the bathrooms, refill the soap bottles, and haul the towels to the laundry. Must be one of the most thankless jobs out there. At least people say thank you to the bar staff when they get their coffee. Who says thanks to the woman cleaning bathroom? Once I gave her a ten, and her face lit up and she was so grateful.
Individual staff members being rude is something that can happen anywhere. There is no systematic solution (no more than ensuring that each WG can provide great service). If there are a number of complaints about one individual staff member, management will make a change (if they are sensible).
P.S.: Moira joined the bar staff and barbecue serving staff now, and the looks quotient went up dramatically right away.

Yes, there is plenty of low hanging fruit, and your ideas would be implemented by a decent management, and some of the staff work really really hard. The issue is bad management and its penny pinching. For a contrast look at GT and LR.
Yes, peaks and troughs in demand pose challenges, but most of the bad service has nothing to do with this. The worst service is at peak and trough times.
The customer attendance patterns are fairly predictable and could easily be catered for.
Again, yes, there are bad members of staff anywhere, but at Sharks it is a cultural issue coming from poor management, not just a case of a bad apple or two. The bad attitude runs through the club, with some staff members being an exception just by their own personalities, as has been said; the black cleaning lady, the bar staff (more or less), the omelette man, (all of whom I emphatically thank when I meet them)

At Samya Koln, Turkish management but they often come to you to ask if everything is going good for you.
I remember on a Sunday quite long time ago, I arrived at the opening to watch Formula 1, they played for me, they also always played at Sharks when I asked, only so hot Roberta. Ro disturbed me, but I succeeded to watch Austrian until the end, before being in fire in outside chalet at 4 pm under hot sun, but I don't forget tornado Roberta. Ro even only once, nearly 1 year ago. After Formula 1, I came to sit in the entrance not to listen to bad Samya music and to see better girls. From 4 to 6 pm, staff saw me sitting waiting, because Samya is slow in the afternoon. At 6 pm, Arkan came to ask if I couldn't find a girl, I answered no attractive girl for me, but maybe Valentina would be, I never saw her yet. He went to the desk to ask where was Valentina? When she arrived they say to her somebody was waiting for her, after her make up she came straight to me, I repeated on next week end with her. That's high level Turkish management at Samya, taking care of clients. They shake your hand when you arrive, when you leave at 5.30 am, they make you feel like a VIP.
At Sharks, also Turkish management, but who care only about money, about girls and clients quantity, but not anymore about quality, when it was my best on 2015 until Summer 2016 .
For those who look for quality, Sharks, Oase or Palace are only a few places among many others to discover. For example, yesterday on a Saturday at VIP GT, a Hungarian girl came to me, I didn't know her yet, when I saw her eyes and smile, I knew. Maybe it is helpful for some People who did not know too much about both places before, and maybe some of you guys who are really well informed will leave a comment as well.
1.) Girls.
Of Course the most important for us, and the most difficult Topic to quote. Some of us like small boobs, others a lot of silicon. Some like extremely young, others experienced. Thin, Rubens-style, whatever. So what is good for me, not necessarily is good for you. Anyway some comments.
Majority in both places are Girls from Romania. Maybe 80-90 %. In my eyes Girls at Oase have been a Little bit younger and better looking, at sharks there have been some which had the best days some years ago. Anyway, the amount of Girls have been high in both places, maybe 50 o 60. So there should be somebody for everybody.
2.) Prices.
Entrance fee Sharks is 65, Oase 70. Both offer 50 on Wednesday. Oase also offers 50 if you come before 4 pm. No idea if sharks did the same.
3.) Clients.
I entered club both times around 5 pm and stayed till midnight. In my eyes the customers changed with the hours. As later, as more Young, loud, Turkish Clients came. Same in both places.
4.) Outdoor facilities.
Both places have a huge garden, including a lot of deck chairs. IMO Sharks is a bit better. Places to relax are more scattered. At Oase they are more concentrated around the pool. I like it to lay there in the sun, relax and look at the Girls walk on by. Unfortunately 80% of the Girls do not like to walk outside in the sun and stay in the smoky environment inside.
5.) Indoor facilities.
Shark seems to be bigger, but that's probably an Illusion. Sharks offers one big room around a bar, many Sofas everywhere. You can walk up some stairs to a whirl pool area, which is a Little more calm. Everywhere is smoke. Oases main room is much smaller (big enough anyway), so Girls are more concentrated. Whirlpool area is in a different part of the Building, as well as Sauna and as well a relax room, where Girls seems to be not allowed to enter. I didn't see something like that at sharks.
6.) Food.
Both OK, choice for main Courses have been definitely better at sharks, but Oase offered wonderful fruits. In this Point sharks is a Disaster.
7.) Staff.
In both places uninterested and under stress. In Peak times shower places are a bit dirty, over all it is OK.
Hope this can help a Little bit. Fun you can have in both places for sure.
