So, I'm not too clear on the law in Mexico. Are foreigners required to present an up to date identification card and passport to a police officer upon request in Mexico? If they do not have identification on them and cannot present such documents, is that foreigner guilty of a crime?

So yes you are required to carry ID papers at all time. But enforcement is another issue. I personally carry a copy of my passport with me and lock the real thing up in my room. If the police have a problem I can direct them to follow me to my room to see the real thing.

Theoretically you can't get into Mexico without a passport, but there are exceptions.
Tijuana's policia is very understanding and flexible with those who have money. Pretty much all minor infractions and crimes can be paid off on the spot. As you know car drivers into Mexico have never been asked to produce passport or any IDs, despite the new laws.
Policia rarely stop tourists and demand passport. But if they stops you, they will likely ask for passport and lacking one you will be extorted, may be even taken to holding cells in playas a few days, waiting process to be deported. Someone reported recent raids and holding of illegal dwellers at hotel Leyva. This is a new trend. Perhaps they will start checking passports more often.
Also how do you figure to return to the US without a passport? CBP will hold you up for hours and give you shit for missing a passport. Why not just apply and pay for a proper passport and avoid all the hassles?

I have booked three nights at the Ticuan hotel. I have read on the internet they are hard to deal with when it comes to agency girls. Is this true? Any advice?

I wouldn't chance anything when it come to law, rules or regulations. Consider your source. Are you comfortable with that?
You need an ID + passport? I usually just leave my license back in the car and only take my passport.

I have both a passport card and a regular passport. I obtained both at the same time in January 2010 and they both expire on the same date in January 2020. I misplaced my passport numerous years ago and I also misplaced my passport card after a trip to Tijuana in November 2016. So for more than a year I have no passport card or passport to give to officials. In the past 12 months I've visited Tijuana around 8 or 9 times, including a one week trip in September 2017 where I attended a three day seminar in San Diego (I entered Tijuana on four separate days during that week in September).
Every time I entered Mexico these past twelve months, I did so in a private car (my car or my quasi-wingman's auto). I never had to present a passport upon entry into Mexico because I entered by car. If I drove my own car, I also entered the United States by car. But if I came in QW's car, we would always split up for re-entry to the US because QW has Sentri. So when we leave Mexico I would head to the border on foot of by taxi about two hours before QW began his 15-minute drive to the border (We'd meet up at Burger King because there's ample free parking).
When entering the United States via my car I always tell the CBP that I do have a passport, but failed to bring it with me as I handed the agent my current driver's license. They always punch in my DL number on their computer and can instantly determine that I do have a current passport and current passport card. The fact that I was not in possession of either my passport or passport card when attempting to re-enter the United States has never been an issue. The same is true for the numerous times this year when I re-entered on foot. I'm writing about the approximate dozen times crossing back into the US during the past year.
As I said, the CBP agents can tell from their computer that I have a current passport-So I've never gotten any lecture about needing to get a passport, or even a comment that I need to find my missing passports. When I have less than a year remaining on my passports I plan to renew, but for now the fact that they are both lost has not been a problem (not even a hassle when re-entering the US). I just can't enter Mexico by foot.

I used to carry a copy as well but this month I am walking around with the real deal. Not chancing anything during this busy holiday season.

I can verify first hand that you now need a passport to enter Tijuana. Mine was expired and they wouldn't let me in, and sent me to the back to see the manager. I gave my current license and at first she denied entry and said I needed a current passport. After a little begging and proof on my phone that I had a doctors appointment and hotel reservation, she said she would let me in but I had to do my fingerprints on the digital machine. Don't take the risk of not having a passport or a expired one. If you live in San Diego its not as big a deal since you can just go back home but if you are coming from out of state get your passport 100% to be sure you are getting in.

The last time I was there I took a girl there from Chavelas. She was drunk off her butt and staggered in the place with me. The next morning I received a call from the front desk claiming that I broke the television from staying the night before and that they wanted 475 dollars to replace it. They told me the policia were coming up to my room to make sure I paid. I grabbed my bag and exited down the side stairs in like two minutes with the chica. Got out and never looked back. The hotel charged by debit card and I had it reversed as being fraudulent. This is a trick many third world hotels play on gringos. Just make sure the girl is presentable and not drunk off her butt. I would stay at La Villa Zaragoza. Not as nice but terrific staff.
I was in Adelitas last week on Thursday and smelled reefer. I looked in the back corner and saw an gringo smoking a joint. It was kind of slow and I guess he thought it would not be a problem. After about 30 seconds, two policia ran over and literally yanked him out of his seat, handcuffed him and hauled him out.
He is probably still in a Tijuana jail as we speak. I can't believe how quick they arrested this dude. Be advised gentlemen.
Just spent a long weekend in Tijuana and wanted to post a few things in a brief trip report.
I booked a suite on [URL]airbnb.com[/URL] for $31 a night plus a small booking fee. The apartment complex is on calle emiliano zapata, down the street from the Carl's Jr on Revolution, but closer to Av Constitution. Overall, I was satisfied with the suite, if it had heat it would've been prefect for me. Super fast WiFi and great location. I would stay there again but if you're used to staying at nice hotels it might not work for you. I will include some pictures below.
I only go with street girls while in Tijuana. I went with a handful of them; the best experience was with Samantha, she's 19 years old, no kids and works out of hotel Ibiza in the alley. She's got just the look I love with firm tits and a pierced belly button. I actually repeated with her the next day.
The worst was Gladys, another 19 year old on Av Constitution, about halfway down on the right side if you're walking towards the alley. I thought she looked cute, especially for an indigenous girl, but the performance was lame and she got tired very quickly. Avoid.

I ended up getting a massage at Spa Kalinca on Av. Constitution. The price was 450 pesos for an hour and I tipped 100 pesos for the massage. It was not quite CMT quality but it was still good. My masseuse was a younger woman who only spoke Spanish. I was undraped during the massage but she didn't offer any extra services and I didn't ask, so nothing happened. I have a feeling you could get a hand job here but why bother when you're in the Zona?
Hong Kong club was rocking as usual, although it seemed like the quality was down from the last time I was there. I ordered a red bull from the bar and it cost almost 100 pesos for the little can! Groped and fingered some dancers and then I hit the streets again. For some reason I was patted down more thorough than usual at the entrance and the doorman asked if I had any weapons on me, not sure what that was all about.
I carried my passport with me at all times. It seemed like there was a greater police presence than usual. I've never had a problem with either the cops or rateros while in Tijuana, knock on wood.
