I know there are some low-end, cheap fashion health spots that readily accept foreigners, but ideally I'm looking for something midrange (60 min ¥15-18,000) like I found in Yokohama.

To sum it up, the gaijin tax is not really a language tax. It is generally an inbound/tourist tax.
They care if you were a resident / citizen or an inbound foreigner. For example, I repeated Kira Kira for 2 years and paid no foreigner tax since they didn't have one in the past. After they instituted the tax, they required me to pay it even though I was a regular and we always spoke Japanese. It's just their new rule, they even double checked again that I wasn't a foreign resident of Japan since that would make me exempt.
They have a 'membership' system where foreigners can earn status to have it waived. But then I have to repeatedly pay them a gaijin tax until I don't, which is dumb since there are better options for me. I'll go elswhere since soap is just a rare novelty for me. This matches the experience other people reported at other shops btw, so it is not just Kira Kira using this logic. Speaking ability helps you get into a shop, it's generally not a factor for waiving the tax. The rationale is mainly "tourists can afford more".
The gaijin tax has been around for 20+ years and I experienced it that far back, it was just less prevalent. 20+ years ago at Yoshiwara, I literally had a Japanese American friend who spoke Japanese, but he still had to pay the gaijin tax. So we simply found another shop that didn't. Korgs with kgirls for example were happy to have us. They were also waaaaaay better, the girls were young, good enough looking, and cheap. So we forgot all about that. 90% of places I go have no gaijin tax anyways. Oppai pubs, Shibuya Galaxy, Girls bars, hostess clubs, SOD Land, etc.. I've reviewed oppai pubs for 22 years and never once been charged it. They either let you in or they don't. More often than not, I was paying [I]less[/I] than the locals who were not always looking up the best oppai pub promos.

As for Gingira, one reason I use them is their girls are hot. Even with the added tax, I consider it worth it. Whereas I did try a cheaper 'no tax' shop but the girl was pretty plain. Preliminary Report
This is my fifth trip to Tokyo.
Plane landed 20:05. Took the train to Shinjuku. Arrived at 10:05. Checked into capsule hotel. Hit nearest 7 Eleven for egg salad sammie then started exploring.
Lots of African touts. Way more than my last trip in 2023. Very annoying.
Tried to find Luxe but was discombobulated. Lots of "placard holding girls promoting bars. " Has anyone successfully pulled one? I'm sure they don't get paid much to stand in the cold all night. Seems like they'd be up for meeting at a hotel after their shift.
Also walked by Okubo. It was 23:30 so the food vendors were gone and the street fronting the park was dead.
