Also, as you point out the conditions of entry are not fully explained. Will a period of quarantine or testing be required? What constitutes fully vaccinated and how is that evidenced?
My vaccination card documents that I have been fully vaccinated yet this standard issued card can easily be forged.
More cogitation needs to be done.

Who knows if they'll even accept other countries vaccination cards, Thailand needed a QR code with your vaccination records (easily obtainable from your hospital). Who knows what might happen to a person who arrives with a fake vaccination card in a country banning entry to all unvaccinated. And is then found out.
I'd also keep a close eye on Airbnb's and their wordings on who can enter the condo. No use making a trip if they won't allow girls to visit your room.

Flights are likely expensive now so will wait a month for airlines to start adding flights to Manila.

The Inter-Agency Task Force (IATF) Resolution 159, approved on January 27, provides that fully vaccinated foreigners from non-visa required countries must present a passport valid for at least six months, return or outbound ticket to their country of origin, and their proof of vaccination verified through IATF-approved means.
They will be required to present a negative RT-PCR test taken within 48 hours prior to departure from the country of origin.
Upon arrival in the Philippines, they will no longer be required to observe mandatory facility-based quarantine and should instead self-monitor for any signs or symptoms within seven days with the date of arrival as their first day.
Fully vaccinated arriving travelers are required to coordinate with the local government units of their destination upon the manifestation of symptoms.
Children 12 years old and below who cannot be vaccinated should follow the quarantine protocol of their adult companion.
The non-visa required countries are listed under the Executive Order 408, series of 1960.

There is a test requirement 48 hours before departure. I would wait till that requirement is off.

I tried booking online within minutes of getting the news on Friday morning, like the well-trained monger that I am. The PAL website kept rejecting my credit card so I tried another but with no success.
I called the 800 number to PAL and was on hold for about 90 minutes. Finally, I heard a deliciously sweet Filipina voice say ' can I help you sir?' LOL.
I managed to get a round trip ticket from JFK on Feb 16 for $2624 which included $240 for bulkhead seats.
I know. Its a lot of money but life is short and its already been two years. I also remember from the December fiasco that the prices of tickets were still high even months out, so bit the bullet.

The yellow certificate you obtain in the Philippines has a QR code on it, I know, I got one there for yellow fever. Any other injections you get can be added to it, and I'm sure it updates into the database. Say you ink in Covid yourself, are you going to risk dying in prison and bet that some authority on either end doesnt scan it?
If you're from the US, you can present that white CDC card. This is clear enough: "On December 21,2021, the Philippine government, through the BOQ, confirmed that it will accept and recognize USA COVID-19 vaccine certificates, including the USA CDC Vaccination Card, as proof of vaccination status for people vaccinated in the United States." If youre from the other places listed, looks like your certificate May be excepted if your government has accepted VaxCertPH under a reciprocal arrangement unless otherwise permitted by the IATF… whatever the fuck that means.
