So I don't get this. Is the amount for speeding determined after a judge sets the sentence? Don't you get a trial first to present your defense and make the Germans prove by a preponderance of the evidence that you were in fact speeding? You should be able to cross examine any witnesses they have and also present argument in court.
So from what you are telling us even if they arrest you for speeding there is no way they can make you pay. They can threaten to impound your car (or a rental car) and take your license (which not a problem for me as I have an extra duplicate drivers license) but other than that its basically smoke and mirrors and idle threats?
Basically just tell them you demand an attorney provided and you are not giving any statement without a lawyer present.

Arrested, controlled, 0 alcohol, 0 drug, no accident, paid 200 on April 2014, but they wrote me to send my driving licence for 1 month, I never answered, so got a criminal complaint about driving all over Germany, and they controlled me, not driving, on a parking on November 2016. Few minutes later, 3 cars and 7 policemen or women only for me, so imagine if a girl complains you force her about new law.

Sorry but the things are changing, for example in World it is quite impossible to get a BBBJ if you are not a well know guy. In Frankfurt RLD it is also the same. And there Can be many workarounds if you play it smart. For me personal, I have no problems with the same girls as before law, as we already have a "fixed" price and never discuss extras or tips.
