This guy violated traffic safety laws and drivers' rights on freeway. He was confronted and shot dead by CHP. More crazy drug addicts may end up shot dead by violating public space and people's rights.

Unhoused people tested positive for illegal drugs are huge threats to social order and can destroy our civilization. They should be rounded up and shipped to facilities way away from our society and required to work for food and shelter. Only when they are free of drugs addiction should they be released.

Video appears to show CHP officer fatally shoot man on 105 Freeway.

Video recorded by a bystander appears to show a deadly encounter in which a California Highway Patrol officer repeatedly shoots a man after a struggle in the middle of the 105 Freeway in Watts on Sunday afternoon.

The CHP confirmed Monday that a shooting took place on the freeway but did not provide further details.

The LOS Angeles County medical examiner's office said Monday the person had died, though it did not provide identification, pending notification of family. A cause of death was not released.

CHP officials said they responded to the freeway about 3:15 pm Sunday after receiving multiple calls about a man walking through traffic near the Wilmington Avenue exit.

After the trooper made contact with the pedestrian, "a struggle ensued and an officer-involved shooting occurred," the CHP said in a release. Authorities said over a police radio that the man fired a Taser at the officer, leading to the shooting, according to audio posted on the Citizen mobile app.

The video shows a CHP officer on top of another person as the two struggle on the pavement in the middle of what appears to be a closed stretch of freeway.

After a few seconds, while the two tussle, a gun seems to go off and a bullet ricochets off the pavement near the body of the man, who remains on the ground.

The officer then stands up and shoots at least four additional times at the prone man.

The man lies motionless for the rest of the minute-long video. The CHP officer remains by the body with his gun drawn.

It was not immediately clear who posted the video online.

The CHP directed all inquiries to the California Department of Justice, which investigates police shootings in which unarmed people are killed, according to the department.

The state DOJ declined comment but confirmed in a statement the agency is investigating the shooting.

The shots were audible from the Salvation Army shelter below the freeway's banks, where a faint trace of blood remained visible Monday morning.

People at the homeless shelter said they didn't know the victim, but said it's common to see others walking on the freeway, searching for bottles and cans.

Residents at nearby Imperial Courts, who were awaiting the start of a turkey giveaway, said they also heard the shots fired Sunday.

Terikisha Burke, 35, said she missed a flight to Atlanta because she got stuck in traffic on the 105 after the shooting. She sat at the on-ramp with her 5-year-old for "three hours and some change," costing her thousands of dollars and a holiday catering job, she said.

"I never knew it was a shooting until you told me," she told The Times.

Travis Norton, a law enforcement officer who runs the California Assn. Of Tactical Officers After Action Review, said video is a limited way to understand a police shooting.

"It is hard to diagnose without knowing what the officer saw, experienced and interpreted was happening," Norton said. "All I see is a very short scuffle. I see the suspect point something that appears to look like some sort of weapon. . From the video, without knowing anything else about it, the use of deadly force appears appropriate. ".

But other experts said the use of force raises many questions.

Ed Obayashi, a police shootings expert who investigates the incidents for numerous law enforcement agencies in California, said investigators will immediately ask the officer why he was engaging with the person without a partner or backup in the immediate vicinity.

Obayashi also said that investigators will look into why the officer felt the need to shoot the man after standing up and disengaging from him.

"Why did you shoot him while he was on the ground?" Obayashi said investigators will ask. "You separated yourself from the individual; why was he still a threat to you?

They are more dispersed in the day time, but tend to come together and police the alley at night in bigger groups.

Welcome to San diego. It's grimey out here and has a higher concentration of mental ill homeless than anyplace I've ever been. Although I haven't been north of LOS Angeles. We all get yelled at, followed harassed by them. Nothing you can do except keep the feet moving then fight them once they catch up to you.

The homeless in SD are different. They seem more entitled to their public location and will easily put up a fight. I came close to running over one while driving on the 5 freeway, and almost ran over another on an on ramp near downtown. There are some very nice apartments in SD that has to put up with the homeless camped out right outside their front entrance. At least in LA, you see "no camping" signs. Anti-camping zones should be established around SD to prevent bullshit like this.

Walked over about 5:00 pm, took cab to HK (amazing place), had my fun and headed back to the border at about 1:00 am. I walked around the Zona just between HK and Chicago and felt safe in the area. The sketchiest part was back on the USA Side. No lines getting back. I had parked my car pretty far away in a lot behind the Starbucks on the USA Side. I chose that lot because it was only $15 for 24 hours and at 5:00 pm it seemed safe. On my way back, however, there were some sketchy characters around and some guy started following me mumbling some shit to me in a pretty aggressive manor. I sped up my pace, and then he sped up behind me yelling some incoherent shit. It was awkward. I just walked super fast, lost him, and got to my car safely. My point is that I think the USA Side can be just as if not more sketchy late at night. For future trips, what is the safest parking lot close to the border? I want to avoid another long walk late at night like that with sketchy people around. I also prefer to pay in cash. Appreciate any advice for parking on the USA Side.

Return last night just like surfer 69 except I arrived mid afternoon to Zona Norte and left around 8 pm. I am average buld,60's,wear coat and hat and walked to and from the zone with no issue or fear. I am regular in nogales, nearer my home. Never drunk but always keep head on swivel. I think just decline of usa to more crime and homeless. I did mexicali stop on way to tijuana and on usa side mid day so many homeless and bums many blocks from border. Also my friends granddaughter attends asu, lives in expensive apt and does not feel safe going out at night. Very sad what politicians and judicial system doing to usa. Question to regulars. The plazas with shopping between border and arch have been in decline a long time. This trip to me the little retail shops, pharmacy and food spots almost gone. A sign of times or is tijuana leadership pushing elimination to develop area as I see more high rises nearby??I much appreciate this board as my visit was fun in part due to advice I see here.

I am down the street anyway at my hotel. I like to walk fornexercise and like the military I like to walk through see what's going on. I never talk to the girls other than a Hello, to the 2 that I've known for years.

Last night, security was extremely heavy in the alley. At one point all the chicas in the alley got pissed and blocked the national guardsmen from entering the alley. The girls were saying that troops were too aggressive and scaring away customers, and they think that all the troops really care about is protecting HK at the expense of the girls working the alley. It did look ofd that troopers were doing sweeps in the alley with 16 troopers at a time. They were circling the alley all night. HK has their own security gaurd at the back entrance armed with a pea shooter. At least he appears to wear a plate and one can use him as a shield. Other than during the pandemic. I have never seen so few people in the Zona on a Friday night before.

Then it became military driving through at times. Then I seen them marching through hk on foot bumping into guys holding beers, which their machine guns. I am no gun owner but I'm aware you aren't supposed to be aiming a machine gun at people when your chatting or eating or looking around. All day long I'm walking past these guns aimed st my stomach or head. So last year or two they started patrolling on foot. Sort of hanging out on the edges. Passing through. These past 6 weeks it just looks like a bahghdad war zone embassy presence type of situation. They are usually always bothering guys. Are they dealers? Drug buyers? Or bored lonely horny men? I don't know. But I can tell you I get out of the way and walk to the other side of the street because I don't want to be spread out hands against the wall and patted down or robbed. And yeah I would expect them to cause a business slow down. If your a 40 yea old dude trying to talk to a 21 year old girl, thry not gona like that, and may decide to pat you down or simply arest you.
