EL: for me you should have a passport from 1 cointry in Europe, not an EU passport, scanned passport is no more enough since the covid outbreak, it depends on the boarder but the controls can be very strict.

I can only speak with certainty for myself not being from the EU. I would guess that for EU citizens a photo of the ID page only would suffice.
