If you read the posts by FlAdventurer, you'll find an FAQ for punting in Budapest. But, to answer your questions, in my experience at least, you pay before the session in HUF. You can use an envelope, but just handing the cash over is fine. They will count it anyway. I have never included a tip. I think if you like the time, the best thing to do is to extend the session. I have found that withdrawing money from the ATM provides the best exchange rate, but you should probably bring enough currency to exchange in case there are daily withdrawal limits or other problems.
