First I will thank Mrahul, Rahul2013 and Rocknprowl bros. They provided me good contacts but I couldn't try them because of less time available to me.

Totally agree with the views of NCW's chief. It's been seen all over developed countries that legalization leads to more control on health and lesser exploitation. Realistically, there's no way to eradicate this in India given our per capita income / population imbalance.
