I was there about 9 pm today, about 6-8 WGs ranging in age from two teenagers to a few that looked around 30. A couple of very good looking ones.
There were two mamasans, and they wouldn't budge from the prices of 500 K KIP for short time and 750 K for long time. So I passed at those prices.
Leaving in the morning for a few days in Vang Vieng and then on to Luang Prabang, so I'll post in the relevant forums for those places in due course.

The sign is to cover their tails. Many (most) nowadays turn a blind eye to it, but sometimes it depends on the security guy or the clerk on duty.
There have been reports of scams too where the clerk calls up the local police and they knock on your door and expect some payment to go away (and the clerk gets a cut), but it's all vague reports, and I have never met any victim of such a scam. I can't imagine hotels wanting to alienate guests in this way.

I've googled Chokchai, but cannot find anything on it? Whereabouts in town is it?

We paid 3000 THB to the house (we asked how much in KIP and we lost 15-20% on exchange if we use that currency) for one and went to meet previous papasan. When we met him, the two WG he brought recognized me. They came from the same place we were at! Of course we had to pay 2000 THB premium going through this papasan. We quickly realized that this place is the source of upper middle range WG distribution.
TIP: Go to Chokchai, the source and save yourself money.
We went to dinner with the one WG we chose in tow. As was my experience before, she has very good attitude. It helps if you speak Thai because Laotian can understand Thai and visa vis. English and other language will vary by mileage. The whole experience felt pretty GFE. Since I'd been to Laos before I gave the girl to my buddy while I go to sleep alone as I'm too lazy / tired to follow-up on other leads. Preferring to do this next day.
How was the experience when it comes to sex? From technical standpoint, the girl was more of a receiver type since she doesn't really know how to please the man. So don't expect any advance foreplay from this one (or most likely her peers I would imagine). However, if you're a DYI type she's responsive. Clean pussy that gets wet very quickly with the right stimulation. Responded well overall.

I finally return to Vientiane after my first trip 3 years ago. How things have changed! You see a lot more Koreans, Singaporean and Chinese punters in town. And that usually signal the bump in price. Note: We prefer to pay for comfort (but not overpay for WG) so this trip is on a nicer side.
When I was here 3 years ago, it was a lot more difficult to find hotel that accept WG 'guest'. Now more hotels do. I use similar rule-of-thumb as that in Vietnam. 3 stars and below. 5 stars especially if they're part of int'l chains, a no-no.
Tips: For general local transaction like food, KIP is best currency to use. For hobby transaction, THB is ironically the best currency to use from exchange rate standpoint.
Tried to book the best 3 stars possible. Bro in another forum suggested Season Hotel as it's one of the newer 3 stars property. Booked for about $50 USD / night. Good location but lousy service. Luckily I hedged by booking another property (part of Day 2 report). Through same bro, I made arrangement with private driver with specific request, we prefer night activity so they can start the day later but need to stick around till around midnight. It cost us 2,000 THB all-in (incl gas, car, driver, 8-12 hours of driver's time each day). When I was here, those tuk-tuk and other transport charge us 3-4 times over local and we really have no choice. Don't want to waste time and mood going through that exercise every time we need to go somewhere.
Driver picked our party up at airport. He even provide me local phone / SIM although we prefer buying our own local SIM because we need to use our personal smartphone. Chose $7 USD package from Unitel that gives us 10 min call time and 450 mb data over 3 G.
Checked-in to hotel which was around 15 min from airport. Grab quick meal at restaurant (Makphet) next door, highly rated on Tripadvisor. Made calls to local WG but no reply (her LINE profile said she already had BF so this could explain no response). Called local talent agent and gave our spec. Received photos via LINE with profile: 18 yo just finished high school. Look-wise didn't jump out to us. But definitely seemed fresh. However, quoted price of 5000 THB is a no-no.
Drivers of course know the scene. So had him take us to first place. A hotel with room of about 10 WG. 1500 THB one-shot on premise or 3000 THB overnight (used to be 2000 THB my last trip. Damn those aforementioned punters for raising to price). A lot of fresh young thing. But decided to move on and see more. The papasan spoke to us. Said he has higher quality for higher price he can call. Gave him driver's number and told him to call.
We made our way to second hotel. I believe this one is called Chokchai. Similar setup with about 15 WGs. Nicer quality. Saw couple which we think we can go for. Got call from papasan that he has 2 and for us to come-see. Meanwhile, 5-6 other punters rolled in. Decided to take what we thought was the best one there with us. 3000 THB overnight which we had to pay upfront.

My experience with MPs in most streets around Vientiane (including those along Pankham Rd leading up to Nam Phu (the fountain) is that they all have the mattresses on the floor in a large "common room" with the bays separated by flimsy curtains, so you know immediately that it's going to be a standard massage with zero extras. Nevertheless, I have had some outstanding massages from some of the girls in these places even if the "ending" was not what we sometimes would prefer. Sometimes I just want a good massage.

The many MPs are hit and miss as far as extras are concerned and I suspect what you get offered also depends on the lady. At one the towel was pushed so tightly into my tackle it almost hurt so the lady avoided any sight or skin contact; at another a HJ was obviously available when the lady didn't even bother with the towel and massaged the tackle from the start. However she refused to go topless and I decided to save on the HJ.
But which to chose? Certainly not those with uniforms. But a T-shirt might help accessability!
