The diplomatic immunity is only for diplomats as the name suggests. When on a personal passport the rules of the land applies no matter what your citizenship. As far as the LE goes, they must be getting a share hence the shut eye.

LOL. Diplomatic immunity is for diplomats of foreign countries, bro. Ambassadors, high commissioners etc.

These are people who come on student or tourist visas and the law very much applies to them. The cops take their cut to leave them alone. There will be a raid purely for show once in awhile if someone complains.
