Check out drayang area in Paro town. You can pick up cheap. While the night clubs have a shutdown time around 11, I think, best time is to check in around 9:30 ish and stay there and watch. You can pick them in those bars and outside them past 11. Just be careful to not carry expensive gadgets else the rates are higher. This is based on a 3 day experience in 2014.

Safety of the place depends on the SP.
