I am writing this report about a MP located across the street from a school in Pharganj, name: Suhail. After the recent crackdown on the spa scene, I was trying to see if there is any pattern to these raids. So, I browsed through news report of raids over past few months, collected the data and did some quick analysis.......................................................

My take is if you want to do spas, do it on a Sunday and in the mornings. Girls are fresh and low probability of getting caught.

Good analysis Lewis. The conclusions that you have arrived at using data of spa raids holds generally true across most parts of India. I know this because of my long standing contacts among the LE community in many cities. This is how generally the LE operate in India, let me give you a broad perspective:

-Cops, especially from the crime branch, are active on the ground from the second half of the day starting from say 2 in the afternoon and are most active in the evenings. This is like an unwritten law because generally 70% of crimes happen in the later half of the day so most crime branch officers are late starters and mostly spend their morning working hours preparing reports and other desk jobs.

-Setting up a raid on any establishment requires preparation of an unit with a minimum of half a dozen police officers therefore it is unfeasible to raid in the mornings unless there is some very specific tip off / input about a particular activity. This is also the reason why most income tax raids start early in the morning because they are well prepared and local LE remain clueless so they don't tip off the potential raid parties or local politicians etcetra.

-Sundays also see such scant raids on spas for same reason. Most cops are relaxed or taking day off on Sunday so setting up a random raid is that much more difficult.

Now lets ask the main question, why do cops raid spas? Here is what a senior retired police officer had told me just last year - 80% of the times it is for monetary reasons because not enough money is flowing into the system or some particular set-ups are not paying enough. 10% of the times it is because when elections are around the corner because politicians and governments want to be seen to be strict to their middle class voters. The remaining 10% of the times it happens when a new police chief is appointed because he just wants to show that he is the boss. This senior officer clearly told me that raids are never done to stop or prevent these businesses activities and instead the reasons are always extraneous.
