3- if money isn't a problem, then go for it. Just be aware that hb1 visas are getting harder to get. Don't know if it will get worse 3 years when you graduate. Also get into a good college if your branch is anything else than CS, you would have to come back otherwise because of lack of jobs. Canada and Germany is a good option to consider.
