Ex Nri, like you or many others, I am too in self imposed quarantine and waiting for everything to get back to normal. It is difficult to control the urge but it is you who have to assess the risk. Safest option may be a non pro with own place or your own place. That limits your choice. That might also be expensive (ex SA girls) and hard to find. There are some gems and some are lucky to find them though. But yeah I am too intrested in knowing best and safe way to monger this year or may be early next year.

Try Indian websites, I tried using coinbase which I used earlier to buy a subscription but it was not accepting my credit cards. Then tried paxful and was successful. You need to pass kyc verification for buying bitcoins on most of the reputed sites.
