I don't know how they'd be able to ban a certain device. Maybe someone with more tech knowledge can chime in. As to IP addresses, there's VPNs, plus simply unplugging your modem for a bit them plugging it back in will get a new IP addressed assigned.

Apparently, a monger known to frequent Medellin was arrested at the Bogota airport on Tuesday. His passport was confiscated and he will spend 2 months in jail before being deported. He will not be allowed to return for 5 years.

It's such a waste of time talking to a girl and then finding out she's a scammer. Never reveal any of your details before confirming her identity.
